About The Position

The Florida Department of Health is seeking a Chief Information Security Officer (CISO) to lead cybersecurity strategy, risk management, and resilience across one of the largest and most complex public health environments in the country. This role is responsible for protecting systems and data that directly support public health services for millions of Floridians. The CISO operates as a senior executive, advising leadership, shaping enterprise technology decisions, and ensuring cybersecurity is integrated into every aspect of the Department’s mission. This is not a tool-focused or operations-only role. It is a strategic leadership position accountable for enterprise risk, governance, and the long-term security posture of a federated organization.

Requirements

  • Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of monitoring processes and/or working with ticketing software; knowledge of computer data bases; knowledge of laws, legal codes, court procedures and government rules & regulations; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others verbally and in writing; talking to others to effectively convey information; ability to establish and maintain effective working relationships with others; listening to what other people are saying and asking questions as appropriate; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; knowing how to find information and identifying essential information; finding ways to structure or classify multiple pieces of information; ability to plan, organize and prioritize work assignments; ability to maintain a high degree of accuracy and close attention to detail; developing approaches for implementing an idea; basic management principles and practices; conflict resolution to include handling complaints, arbitrating disputes and resolving grievances; motivating, developing, and directing people as they work, identifying the best people for the job; time management skills; ability to prepare and conduct training; ability to maintain strict confidentiality; knowledge of principles and processes involved in business and organizational planning, coordination and execution to include strategic planning, resource allocation, manpower modeling, leadership techniques and production methods.
  • At least ten (10) years of progressive cybersecurity experience, including significant leadership responsibility in enterprise environments
  • Demonstrated experience leading cybersecurity strategy, risk management, and governance functions at scale
  • Strong understanding of frameworks such as the National Institute of Standards and Technology Cybersecurity Framework and applicable healthcare security requirements
  • Ability to operate effectively at the executive level, translating technical risk into business and policy decisions
  • Certified Information Systems Security Professional (CISSP) or equivalent industry-recognized certification demonstrating mastery of enterprise cybersecurity principles

Nice To Haves

  • Experience in public sector, healthcare, or highly regulated environments
  • Experience operating in a federated or decentralized organizational model
  • Familiarity with statewide or multi-agency cybersecurity coordination

Responsibilities

  • Lead Enterprise Cybersecurity Strategy
  • Define and execute a comprehensive cybersecurity strategy aligned to state priorities, public health mission needs, and evolving threat conditions.
  • Establish governance, policies, and standards that scale across a federated enterprise of central offices and County Health Departments.
  • Own Cyber Risk at the Executive Level
  • Advise the CIO, Secretary, and executive leadership on cybersecurity risks, tradeoffs, and investment decisions.
  • Define risk tolerance and ensure consistent risk management practices across all systems and environments.
  • Drive Security Across Architecture and Modernization.
  • Ensure cybersecurity is embedded into cloud, identity, network, and application architectures.
  • Influence major system designs, procurements, and modernization efforts to align with security principles.
  • Oversee Security Operations and Incident Response
  • Provide executive oversight of threat detection, response, and recovery capabilities.
  • Lead coordination during major cybersecurity incidents and ensure continuous improvement.
  • Strengthen Resilience and Continuity
  • Ensure critical systems have defined recovery objectives and tested disaster recovery capabilities.
  • Align cybersecurity resilience with public health emergency response and continuity operations.
  • Build and Lead a High-Performing Team
  • Develop and lead cybersecurity teams across governance, engineering, and operations.
  • Manage program investments, vendor relationships, and performance outcomes.
  • Collaborate Across State and Public Health Partners
  • Represent the Department in coordination with Florida Digital Service and other state and federal partners.
  • Enable secure data sharing and interoperability across healthcare and government ecosystems.
