About The Position

This is technical and administrative data processing work directing the planning, designing, testing and enhancing the distributed computer systems network for use by end-users including the hardware, software and communication components of distributed systems for the Florida Department of Health in both Marion County and Citrus County. This includes seven facilities and a team of four technicians. This position serves as the appointed System Administrator and the Information Technology Recovery Coordinator for both counties. This is the primary point of contact for Information Technology issues at both counties to ensure that data and information technology needs are communicated, planned, and met for the local sites and agency-wide. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Designs, configures and maintains the CHD wide computer systems environment with appropriate hardware, operating systems software, application software and communication components to collect health data for the health department. Provides vendor management for all local Information Technology projects with Marion or Citrus counties. Consults with users and conducts information assessments to determine user needs and to define systems requirements. Conducts research and development in distributed processing and information system technologies to determine the most appropriate systems for user needs, plan and implement enhancements of the distributed computer systems network including hardware, software, and communication resources to boost productivity. Plans, directs, and supervises all Information Technology (IT) activities. Assigns work assignments and ensure completion of assignments. Monitors and assigns tickets from the help desk software. Ensures adequate response times to meet business needs. Establishes methods and procedures for use of the distributed computer systems including hardware, software, and communications. Coordinates and approves all technology procurements and upgrades. Provides quotes for IT hardware and software to end users. Acts as the Information Technology Approver in MyFlorida Marketplace for both counties. Writes and/or maintains up-to-date documentation for applications including program listing and operational procedures. The incumbent will coordinate and ensure the standard implementation of policies, procedures and systems operations with local computer support personnel. Interfaces with the agency’s distributed support group to ensure the distributed processing plan is consistent with the agency objectives and standards and is compatible with existing applications and security requirements. Ensures the safety, security and integrity of all electronic data at DOH-Marion and DOH-Citrus. Conducts an annual COOP-IT exercise for both DOH-Marion and DOH-Citrus and maintains a current COOP-IT plan for the agencies. Maintains Information Technology hardware and software inventory. Ensures all IT equipment is added to inventory at time of receipt and annual disposals for outdated/damaged equipment are completed with proper approval. Provides semi-annual listing of IT assets to counties for budgeting/planning purposes. Works with counties to ensure a refresh cycle has been established for hardware. Ensures all DOH-Marion and DOH-Citrus staff receive adequate computer related training needed to perform their jobs. Completes other duties as assigned. Assures HIPAA Compliance and securing the designated information sets for the purposes of protecting confidentiality, data integrity, and appropriate access, for all information, both confidential and public record, which is stored in hard copy or electronic formats. Serves as the Local IT Disaster Recovery Coordinator for both Marion and Citrus Counties. Assists in the coordination of the security program throughout all locations of the CHD. Serves as the Security Coordinator performing the duties and responsibilities as outlined in the Department of Health Security Protocol - Security 2.V. Serves as Information Security Custodian responsible for assuring data is secured for Information Technology programs. Assures Compliance with rules and regulations regarding security/confidentiality policy.

Requirements

  • Minimum of 5 years IT experience
  • Minimum 2 years experience supervising / managing IT teams and leading cross- functional projects
  • Knowledge of EHR systems, healthcare software and IT infrastructure
  • Understanding of HIPPS, HITECH, and other IT security related compliance standards

Nice To Haves

  • Bachelor degree in information technology, computer science, or health informatics or a related field.
  • Experience with conducting regular IT risk assessments, vulnerability scans, and penetration tests
