About The Position

ICF is seeking a Data, Impact, and Technology Manager for the Quality Support Center. This pivotal leadership position will be responsible for designing, implementing, and overseeing robust data management, impact measurement, and technology systems. The role ensures high-quality, data-driven decision-making to advance the Center’s mission, compliance with service requirements, and the achievement of program goals. The Manager will collaborate with internal teams, external partners, and stakeholders to ensure that data and technology effectively support the Center’s strategic vision and operations. PreK is the pre-kindergarten initiative, dedicated to ensuring that every child has access to high-quality, affordable early learning experiences. The program’s mission is to promote positive outcomes for children, families, and communities by: Expanding access to quality pre-K education for all eligible children. Elevating instructional standards and operational excellence among providers. Advancing equity, inclusion, and cultural responsiveness and strengthening community partnerships and family engagement utilizing data to drive continuous improvement and accountability. This position requires 20% or more local travel within the Greater Philadelphia Area.

Requirements

  • Bachelor’s or Master’s degree in Data Science, Information Systems, Education, Public Administration, or a related field
  • At least 5 years of professional experience in data management, program evaluation, or technology leadership, preferably in early childhood education or social services.
  • 3+ years of experience with data analysis software (e.g., Excel, SQL, Tableau) and with database management systems.

Responsibilities

  • Protect data integrity, security, and confidentiality in compliance with all regulations by establishing and enforcing robust data governance policies and procedures.
  • Design and implement comprehensive frameworks to measure program impact—including child outcomes, family engagement, and community benefits—by analyzing both quantitative and qualitative data to assess effectiveness and drive improvements.
  • Prepare and deliver clear, concise impact reports to leadership, funders, and stakeholders, translating complex data into actionable insights for diverse audiences.
  • Oversee the selection, implementation, and optimization of technology platforms that support program operations, data collection, and reporting; monitor emerging technologies relevant to early childhood education and data management.
  • Train staff and partners on technology tools and best practices to ensure effective system use and continuous improvement.
  • Collaborate with compliance teams to fulfill reporting obligations, support audits or reviews, and serve as the main liaison for data and technology matters with program partners, funders, evaluators, and community organizations.
  • Lead and facilitate cross-functional teams to foster a culture of data-driven decision-making, continuous improvement, and innovation.
  • Build and nurture strong partnerships with diverse stakeholders, efficiently manage multiple priorities, and champion diversity, equity, and inclusion within early childhood education initiatives.
  • Demonstrate adaptability in navigating change and introducing innovative solutions.
