About The Position

Connsci is seeking a Cyber Program Manager to support a large federal agency. This individual will serve as the single point of accountability for contract performance and the senior technical authority for cybersecurity, compliance, and risk management activities. This hybrid leadership role provides executive oversight while remaining directly engaged in technical execution within a small (4–6 FTE) federal services team. Requirements

  • Bachelor's degree in Cybersecurity, IT, Computer Science, or related field
  • At least 12 years of cybersecurity or IT governance experience
  • At least 7 years of experience managing federal contracts
  • At least 5 years of experience leading multidisciplinary teams
  • Active CISSP certification
  • Ability to obtain a Public Trust clearance

Nice To Haves

  • Master's degree in Cybersecurity, IT, Computer Science, or related field
  • One or more of the following certifications: PMP, CISM, CISA, ITIL
  • Experience supporting HHS, NIH, DHS, DoD, or similar federal agencies preferred

Responsibilities

  • Serve as primary interface to the CO and COR
  • Lead all program planning, staffing, and performance oversight
  • Manage cost, schedule, quality, and risk
  • Deliver executive briefings and status reports
  • Oversee transition-in and transition-out activities
  • Supervise and coordinate team members
  • Ensure compliance with agency security and privacy requirements
  • Provide oversight for FISMA and NIST-based control frameworks
  • Lead risk assessments and mitigation planning
  • Oversee incident reporting protocols and breach response coordination
  • Ensure EPLC compliance for system lifecycle documentation
  • Support audit readiness and documentation validation
  • Review and approve security-related deliverables
