The Training Specialist V (Competency Training Development or CTD Director) performs advanced (senior-level) training work. The CTD Director is responsible for the coordination and oversight of the CTD Department and all activities to ensure staff are appropriately oriented, trained, and competent in their required skills for each staffed position at the facility. Responsibilities include planning, program design, implementation, coordination, and evaluation of all facility training programs; analyzing training needs; preparing materials; and coordinating training sessions. The CTD Director ensures there are sufficient class offerings to assure expected facility training compliance as well as continuing education opportunities. The CTD Director supervises staff in the CTD Department. Completion of work requires originating new techniques, establishing criteria, or developing new information of a complex nature with decisions that are varied but based on broad principles and guidelines. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Requirements

  • Knowledge of policies and procedures relevant to the facility, HHSC, the State of Texas, and the CTD Department
  • Knowledge of adult education principles, practices, and techniques
  • Knowledge of training procedures and methods
  • Knowledge of group processes, dynamics, and interpersonal relations
  • Skills in designing, writing, editing, and producing educational, informational, and technical materials (including reports) for various purposes to diverse audience(s)
  • Skills in analyzing data for the production of training materials and required departmental reports.
  • Skills in dealing with facility staff in a courteous and professional manner.
  • Ability to lead, instruct, and motivate others in a professional manner.
  • Ability to analyze training needs.
  • Ability to evaluate training effectiveness.
  • Ability to interpret policies and procedures.
  • Ability of organize, prioritize, and coordinate multiple tasks efficiently, effectively, and concurrently.
  • Ability to use computer systems, Microsoft software (Word, Excel, PowerPoint, Internet) or other training software.
  • Ability to use charts, graphs, spreadsheets, and other technological tools.
  • Ability to express oneself clearly both verbally and in writing in a professional manner.
  • Ability to work with minimal supervision and make varied decisions within broad guidelines/parameters.
  • Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
  • Bachelor's Degree from an accredited four-year college or university OR
  • Five (5) years’ Experience in at least one of the following: Developing policies/reports/memos or development of curriculum/training materials.
  • AND
  • Three (3) years’ of supervisory experience.
  • Three (3) years’ experience in training or teaching
  • Three (3) years’ experience in education of adults

Responsibilities

  • Campus-wide responsibility for the CTD Department.
  • Completion of work requires originating new techniques, establishing criteria, or developing new information of a complex nature with decisions that are varied but based on broad principles and guidelines.
  • Ensures the SHs meet the required training compliance of 95%; required classes are sufficiently offered and scheduled for the necessary number of hours, conducted, and cover the required curriculum requirements; development of training programs for facility policies and procedures to ensure staff comprehend, are trained to competence according to job duties and function, and are able to implement on the job.
  • Provides consultative services and technical assistance that promotes the use of training services, methods, and techniques.
  • Creates and schedules new curriculum, and training manuals, to keep employees current with all required training and computer skills necessary to perform their duties.
  • Maintains all CTD training rooms, equipment, and materials.
  • Maintains survey-readiness status for the CTD Department and responds to audit reports.
  • Participates in meetings and conference calls, as assigned.
  • Prepares and forwards training reports, as required, to ensure compliance with internal and external agency and regulatory standards.
  • Coordinates education programs for staff by acting as liaison with Central Administration, State Office, other educational institutions, and local colleges, etc., including planning and scheduling of courses.
  • Manages the CTD Department in a manner consistent with agency standards, rules, and in accordance with FSS-CTD Operating Instructions.
  • Ensures competency of CTD Department staff and Adjunct Training Staff.
  • Provides supervision and delegation of work assignments for staff.
  • Ensures all position descriptions are accurate, staff are evaluated on time, and staff are current with all required training.
  • Holds regular staff meetings to ensure information is communicated in a timely manner.
  • Prepares monthly, quarterly, and annual reports within timeframes required by the facility or Facility Support Services (FSS)-CTD.
  • Serves as back-up instructor to the Training Specialists, when required and appropriate, to support the facility’s need.
  • Performs other duties as assigned.
