About The Position

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly skilled individual to serve as one of the Community Services Board (CSB) Financial Analysts. This position assists in the timely and accurate completion of community mental health, developmental disabilities, and substance use disorder payments to CSBs and with administering federally-funded subrecipient agreements.  This position is responsible for preparing the funding documentation to allow for the bi-monthly payments to 20 CSBs; reviewing the Performance Contract between DBHDS and the CSBs; ensuring the accuracy of financial data in the Mid-Year and End-of-Year Reports from the CSBs; and reviewing subrecipient audits and claims. This position is also responsible for informing the CSBs of their General Fund base budgets for the fiscal year; assisting in writing guidelines and instructions for CSBs to follow for completing the performance contract reports; assisting in the administration and testing of software used by the agency to administer payments and track subawards; and collecting, monitoring, and reconciling regional program funding by type, fiscal agent and amount.  Additionally, this position will interface with the department’s accounting system to ensure that expenditures and budgets are keyed correctly and reconciled to the amounts awarded to and reported by CSBs; ensure that Agency Risk Management and Internal Control Standards process testing is documented and completed annually; provide technical assistance and training to CSB counterparts and department staff regarding the payment and reporting process; and review and organize file documentation for payments. 

Requirements

  • Experience with state, local, or federal accounting and/or payment processes.
  • Knowledge of governmental financial management and reporting requirements.
  • Ability to prepare reports and use spreadsheets.
  • Excellent oral and written communication skills.
  • Proficient with Microsoft Office applications.
  • Experience using electronic systems to record information in various systems.
  • Knowledge of government funding from multiple revenue sources.

Nice To Haves

  • Knowledge of the Cardinal accounting system.

Responsibilities
