About The Position

Essential Duties and Responsibilities (This is not an exhaustive list of all duties/responsibilities. Other duties may be assigned) • Provide leadership and strong dedication to developing, implementing, and delivering evidence-based intensive and crisis-oriented services for individuals with serious mental illness and individuals with co-occurring disorders. • Provide oversight and programmatic leadership for intensive services including, but not limited to, a 23-Hour Crisis Stabilization Center, Mobile Crisis Intervention Services (MCIS), jail diversion, AID, ASSIST, and other high-acuity or diversionary programs. • Manage and provide oversight of 24/7 on-call staffing, including clinical and administrative on-call responsibilities, ensuring appropriate coverage, response, decision-making, and follow-up. • Ensure programs operate in compliance with applicable Oregon Administrative Rules (OARs), contracts, and best-practice standards related to crisis, involuntary services, and diversion programs. • Provide timely and accurate reports regarding program operations, utilization, outcomes, staffing, and performance measures. • Monitor productivity, service delivery expectations, and documentation standards across all intensive programs. • Assist supervisory and clinical staff with professional development planning; provide timely, constructive feedback; and conduct performance evaluations as scheduled. • Oversee hiring, onboarding, training, and retention of assigned clinical and supportive staff within intensive services programs. • Ensure appropriate clinical and operational supervision structures are in place, including individual and group supervision, to support staff working in high-acuity and crisis-driven environments. • Observe and review treatment interventions, crisis response activities, and care coordination practices; provide constructive feedback to enhance quality of care, safety, and clinical effectiveness. • Review comprehensive program and staff reports monthly, including chart audits, service delivery review, client contact, critical incidents, and compliance indicators; identify trends, risks, and training needs. • Serve as a key liaison with community partners including hospitals, law enforcement, jails, courts, emergency services, and other stakeholders involved in crisis response and diversion efforts. • Represent the organization in community meetings, interagency collaborations, public forums, and professional organizations related to crisis, intensive, and diversion services. • Lead, mentor, and support an effective interdisciplinary team capable of working in fast-paced, high-stress environments.

Requirements

  • Program managers in intensive and crisis mental health programs must meet the State of Oregon’s Qualified Mental Health Provider (QMHP) requirements, including completion of two years of post-graduate clinical experience in a mental health treatment setting
  • Minimum of five (5) years of experience working in behavioral health/mental health and/or alcohol and drug counseling settings
  • Minimum of three (3) years of leadership or supervisory experience in a behavioral health or related setting
  • Demonstrated knowledge of regulations, laws, and standards governing mental health and addiction services, including current OARs, ethics, confidentiality, privacy, involuntary services, and crisis response
  • Must be registered with the appropriate state licensing board and hold a valid independent clinical license in the State of Oregon, or be able to obtain independent clinical licensure within six (6) months of hire
  • Valid driver’s license
  • Successful completion of background check
