About The Position

The Cost & Schedule Controls Analyst will provide dedicated, onsite project controls support for a pharmaceutical Vision Care manufacturing capital project in Jacksonville, FL. The role is primarily cost-focused, with secondary responsibility for schedule integration and reporting. In addition to the Jacksonville project, the resource will remotely support a second pharmaceutical project in Memphis, TN, with potential intermittent travel to the Memphis site as needed. Project support allocation: 2026: ~70% Jacksonville / ~30% Memphis, 2027: ~50% Jacksonville / ~50% Memphis. This role requires close collaboration with project management, engineering, procurement, construction, and finance teams to ensure strong cost control, forecasting accuracy, and transparent reporting.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, Finance, or related field
  • 8+ years of experience in project controls with a strong cost management focus
  • Proven experience supporting capital project cost control, forecasting, and reporting
  • Advanced proficiency in Microsoft Excel, including complex formulas, pivot tables, cost tracking models, data analysis, and reporting
  • Proficiency in project controls tools (e.g., Excel, cost management systems, and scheduling software)
  • Strong analytical, organizational, and communication skills
  • Ability to work effectively in an onsite manufacturing environment

Nice To Haves

  • Experience supporting pharmaceutical, life sciences, or regulated manufacturing projects
  • Experience working on active manufacturing sites
  • Familiarity with cGMP environments and capital governance processes
  • Earned Value Management (EVM) experience
  • Multi-project support experience across geographically distributed sites

Responsibilities

  • Develop, maintain, and control project cost budgets, including baseline establishment and change control
  • Perform cost forecasting, cash flow projections, and variance analysis
  • Track and validate commitments, actuals (ACWP), and estimate-to-complete (ETC)
  • Support change management, including cost impact assessments and documentation
  • Review contractor cost reports, invoices, and applications for payment
  • Identify cost trends, risks, and opportunities; provide mitigation recommendations
  • Support annual budget cycles and long-range financial planning
  • Develop and maintain Excel-based cost control tools, forecasts, and dashboards to support project reporting and decision-making (optional enhancement)
  • Integrate cost and schedule data to support earned value analysis (as applicable)
  • Review and understand project schedules to ensure alignment with cost forecasts
  • Support progress measurement and reporting
  • Coordinate with scheduling resources and planners as required
  • Prepare monthly project controls reports for client leadership and stakeholders
  • Provide clear, concise dashboards highlighting cost performance, risks, and forecasts
  • Support internal and client audits, reviews, and governance meetings
  • Act as a trusted controls advisor to Project Managers and Site Leadership
  • Provide onsite support in Jacksonville as the primary work location
  • Support Memphis project activities remotely, with occasional travel when required
  • Balance workload across multiple projects while maintaining accuracy and responsiveness
