This position is responsible for leading the Jessup and Eastern Firearms Ranges and all assigned personnel. This position is responsible for ensuring Central region range staff are adhering to current policy standards, training standards, audit standards and safety practices. This position requires an extensive knowledge of, and the ability to teach, firearms operation, weapon retention, safe and secure escort procedures, as well as efficient Range Operating practices. This position provides expert training oversight for all use of force programs, instructors and students. This position assists the Statewide Firearms and Special Operations Commanders in ensuring all firearms training is conducted within the standards set forth in COMAR and 110-9, This position acts as a liaison for Institutional Tactical Unit Commanders, Training and facility operations as it applies to Range operations and training issues. This position provides oversight in Firearms Instructor Training for Institutional Tactical Units, Special Operations Group training, Chemical Agents, Officer Survival and Use of Force. Responsible for supervision of the Jessup and Eastern Firearms Ranges. All Western region firearms instructors work under the supervision of this Range Lieutenant. This position supervises the instruction of firearms lesson plans, courses of fire, and everyday range operations. Coordinates with the Statewide range coordinator on staffing issues, ordering of ammunition, weapons and all other equipment and supplies. Prepares reports and statistics for Central and Eastern region range students. Ensures all safety protocols are being followed by staff and students. Monitors the quality of instruction (quality control) to ensure compliance with Federal and State Law and MPCTC requirements. Develops certified courses of instruction; ensures entry level, in-service, remedial and instructor training programs meet standards; coordinates certification with MPCTC.

Requirements

  • High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.
  • Two years of experience leading the work of Correctional Officers in the custody and security of adult inmates or in performing advanced work as a Correctional K-9 Officer or Correctional Internal Security Officer.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Employees in this classification may be required to operate large vans for transportation of inmates. Employees assigned these duties will be required to acquire a Class C Maryland driver's license.
  • Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period, (Correctional Services Article, Section 8-209).
  • Employees in this classification hired or reinstated on or after July 1, 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.
  • Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
