Position Description: As part of a Human Resources team the Recruiters are responsible for leading the staffing efforts at LYNX. The role also focuses on attracting and developing a strong talent pipeline to meet and ensure efficient and timely onboarding. Sources, recruits, and screens applicants through full lifecycle recruiting. Works closely with hiring managers to develop and deliver a well diverse and qualified talent pool based on staffing needs and hiring strategies. Performs work that directly affects business operations.

Requirements

  • Bachelor’s degree in HR, Business, or related field
  • 3+ years high‑volume recruiting experience
  • Strong experience sourcing, screening, interviewing, and selecting candidates
  • Ability to manage full lifecycle recruiting independently
  • Solid knowledge of employment laws and recruiting best practices
  • Experience using social media and ATS platforms
  • Strong communication, interpersonal, and analytical skills
  • Ability to work with confidential information
  • A team‑oriented, customer‑service mindset
  • Bachelor's degree from an accredited institution in Human Resources, Business Administration or closely related field and three years of related work experience in a high-volume recruiting environment.
  • Must have experience with developing effective recruiting strategies to attract, source, screen, recruit and select highly qualified candidates for various position levels and the ability to accurately and effectively execute an end-to-end staffing process.
  • Knowledge of Equal Employment Opportunity (EEO) and the Americans with Disabilities Act as Amended (ADAAA) as related to application and hiring.
  • Thorough understanding of State, Federal, and local employment laws.
  • Strong understanding of staffing principles, laws, and procedures and a solid working knowledge of recruitment/employment programs.
  • Demonstrated knowledge of various recruiting techniques, and experience in online/social media recruiting.
  • Knowledge of Applicant Tracking Systems.
  • Knowledge of principles and techniques of recruitment and selection in the public sector.
  • Skilled in interviewing techniques and recruitment processes.
  • Proficiency with Microsoft Word, Excel, and PowerPoint.
  • Ability to create and use metrics and goals, to include utilizing data to manage work and outcomes.
  • Ability to handle sensitive and confidential information appropriately.
  • Ability to prepare comprehensive reports, organize projects, work schedules, and assignments.
  • Ability to research information, analyze data to arrive at valid conclusions and make appropriate recommendations.
  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.

Responsibilities

  • Lead full‑cycle recruiting from sourcing to onboarding
  • Partner with hiring managers to understand staffing needs
  • Create and execute effective recruiting and sourcing strategies
  • Screen, interview, and recommend highly qualified candidates
  • Coordinate interviews, background checks, and job offers
  • Build talent pipelines through networking, job fairs, and community outreach
  • Ensure compliance with EEO, ADA, and other employment regulations
  • Provide strong customer service to applicants and hiring managers
  • Develops, communicates, and executes recruiting plans and sourcing strategies for the handling of recruitment vacancies through full lifecycle recruiting.
  • Recruits candidates to fill approved vacancies using various methods of networking and social media platforms. Performs a wide range of recruitment and administrative activities related to source, screen, and select qualified candidates for employment.
  • Partners with hiring managers to develop and execute recruitment strategies including job description review, job postings, screening applications, and developing interview questions.
  • Demonstrates understanding of talent needs of hiring managers and job requirements to assess candidate's quality, skills and fit to identify the best candidate for a position.
  • Reviews and assesses applicants’ education, experience and other qualifications. Refers qualified candidates to management for consideration.
  • Coordinates and validates reference and background checks with third-party vendor. Schedules and coordinates for pre-employment testing, interviews, and interview panels.
  • Serves as a liaison between hiring managers and candidates to extend job and salary offers. Prepares internal and external job postings. Notifies applicants of rejection.
  • Monitors interviewing, testing and hiring processes to ensure adherence with all Equal Employment Opportunity (EEO) legislation, the Americans with Disabilities Act (ADA), and other government compliance requirements, maintaining compliance and actively updating requisition activity within HRIS.
  • Ensures timely and accurate completion, verification, and retention of Form I-9 following both federal process and recordkeeping requirements.
  • Collaborates with Compensation team for approvals to extend job offers.
  • Builds applicant sources by researching and contacting community services, colleges, employment agencies, and internet sites to create a talent pool. Provides branding and community engagement for the Authority through community activities including job fairs.
  • Evaluates effectiveness of sourcing channels to ensure efficient usage of budget.
  • Assists with development and periodic reviews and updates to Recruiting Standard Operating Procedures.
  • Prepare standard reports and status updates for the Hiring Managers and manages effective communication with various stakeholders to provide excellent customer service.
  • Performs special projects as requested.
