About The Position

The Corporate Program Manager provides executive-level leadership and oversight for a large, multi-year Blanket Purchase Agreement (BPA) supporting the U.S. Marshals Service (USMS). This role is responsible for the overall performance, integration, and governance of all task orders issued under the BPA and serves as the contractor’s senior authority for program execution. The Corporate Program Manager supervises and directs multiple Program Managers and Project Managers, ensuring consistent delivery, quality control, compliance with federal acquisition requirements, and alignment with USMS mission priorities. This is a corporate leadership role focused on strategic oversight, risk management, and customer satisfaction across a highly distributed workforce supporting headquarters, district offices, and nationwide operations.

Requirements

  • Active Top Secret Clearance.
  • Bachelor’s degree.
  • 10+ years of experience managing large-scale federal programs or contracts.
  • 5+ years of experience supervising Program Managers and/or Project Managers.
  • Demonstrated experience supporting federal law enforcement, DOJ components, or similar mission-critical agencies.
  • Strong working knowledge of BPA/task order environments, labor-hour contracts, and GSA schedules.
  • Proven ability to manage distributed teams across multiple locations.

Responsibilities

  • Provide end-to-end oversight of all BPA task orders supporting USMS executive, administrative, and professional services.
  • Establish and enforce standardized program management practices across all projects and functional areas.
  • Serve as the senior escalation authority for performance, staffing, quality, or compliance issues.
  • Directly supervise multiple Program Managers and Senior Project Managers responsible for individual task orders.
  • Ensure effective coordination across program, financial, administrative, and operational support functions.
  • Lead staffing strategies in coordination with recruiting and HR teams to ensure rapid vacancy fulfillment.
  • Act as the senior corporate interface with USMS leadership, and Contracting Officer Representative.
  • Support contract kickoff, governance meetings, performance reviews, and executive briefings.
  • Maintain a strong, collaborative relationship with government stakeholders while preserving contractor independence.
  • Oversee execution of the Quality Control Plan (QCP) and ensure consistent adherence across all task orders.
  • Monitor performance metrics, CPARS risk areas, and corrective action plans.
  • Ensure compliance with FAR, DOJ, and USMS policies, including security, ethics, and OCI requirements.
  • Provide oversight of program-level financial performance, labor utilization, and cost controls.
  • Identify program risks and implement mitigation strategies to protect schedule, quality, and performance.
  • Support audits, data calls, and reporting requirements from USMS, DOJ, and oversight bodies.
  • Lead phase-in and phase-out planning to ensure uninterrupted services.
  • Ensure continuity of operations during staffing changes, recompetes, or organizational transitions.
