About The Position

Leads high-impact and complex procurement projects that carry significant financial and operational risk for the district. Supports executive leadership by coordinating initiatives, monitoring progress, and ensuring the timely completion of procurement and administrative priorities that directly impact districtwide operations. Provides support of departmental and district procurement functions, ensuring alignment with strategic priorities and organizational goals. Leads and manages the sourcing, procurement, and contract implementation of goods and services to support instructional and operational needs across the district. Oversees competitive solicitation processes, vendor negotiations, project execution, and supplier performance to ensure best value, regulatory compliance, and protection of district interests. Ensures all procurement activities comply with district policies and applicable federal and state regulations, including requirements established by the Texas Education Agency and the State of Texas. Drives continuous improvement in procurement operations by strengthening vendor relationships, enhancing internal processes, and promoting accountability, transparency, and responsible stewardship of public funds.

Requirements

Responsibilities

  • Leads and manages complex competitive sourcing events, including Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other district-approved procurement methods, often for high-value or high-risk district procurements. Oversees the preparation of solicitation documents, manages vendor communications, evaluates bids, and prepares award recommendations, ensuring alignment with district goals and strategic priorities.
  • Directs the identification and execution of sourcing and contract optimization opportunities across multiple departments or commodity categories. Evaluates cooperative and interlocal agreements, ensuring the district leverages approved contracts, favorable terms, and best practices to mitigate risk and maximize value.
  • Applies advanced knowledge of public procurement and K-12 regulatory requirements to ensure all purchasing and sourcing activities comply with district policies, Board procedures, and federal and State of Texas procurement regulations. Oversees proper documentation, enforces procurement thresholds, and ensures compliance with Texas Education Agency (TEA) guidelines and audit requirements.
  • Conducts comprehensive market research and intelligence to inform sourcing strategies, develop vendor performance assessments, and identify trends. Prepares detailed reports, analyses, and strategic recommendations that directly influence high-stakes procurement decisions.
  • Leads vendor relationship management, ensuring vendors understand district expectations, compliance requirements, and performance standards. Resolves complex vendor issues and escalates high-risk concerns, serving as the primary point of contact for critical supplier negotiations.
  • Reviews, validates, and approves high-risk purchase requisitions, ensuring accuracy, completeness, and alignment with strategic procurement goals. Guides campuses and departments on complex procurement methods, contract selection, and best-value sourcing solutions.
  • Maintains and oversees accurate, audit-ready procurement records and contract documentation in the district’s financial and contract management systems. Implements processes to ensure data integrity, regulatory compliance, and accessibility for internal and external audits.
  • Provides expert procurement guidance and customer service to district departments and campuses, supporting complex purchasing decisions, contract interpretation, and compliance with district policies and regulatory requirements.
  • Drives professional development and continuous improvement initiatives, mentoring junior staff, implementing best practices, and staying current on emerging procurement trends, sourcing methodologies, and applicable federal, state, and K-12 regulations to advance districtwide procurement excellence.
