About The Position

We are seeking a highly skilled and experienced Controller to manage and oversee our financial operations. The ideal candidate will have a robust understanding of budgeting, financial reporting, and vendor management, with a strong accounting background and experience in a similar role. This position requires a detail-oriented individual who can effectively manage resources and provide strategic financial insights to the organization.

Requirements

  • Strong accounting background and experience as a controller.
  • Experience in local government financial management.
  • Knowledge of generally accepted accounting principles (GAAP), budget development, and administration.
  • Ability to manage time well and maintain high attention to detail.
  • Even-tempered with a low-drama approach.
  • Knowledge of state auditing requirements.
  • Knowledge of financial planning, recordkeeping, public finance, and investment of funds.
  • Knowledge of local, state, and federal tax laws.
  • Skill in procurement procedures, bond, and tax levy financing.
  • Ability to direct financial planning, including preparing governmental budgets and financial reports in compliance with GAAP and state specifications.

  • Proficiency in general ledger, accounting, month-end closing, financial statement preparation, financial reporting, and journal entry management.

Responsibilities

  • Manage budgets and resources effectively and efficiently, understanding the organization's financial position.
  • Effectively manage vendors and outside service providers, setting expectations and holding them accountable.
  • Assist the Director and other management staff in preparing specifications and bidding documents for all biddable purchases and sales.
  • Review formal bids and make recommendations to the Director for major purchases.
  • Prepare formal resolutions for Board of Trustees consideration and approval.
  • Provide financial background information and participate in labor contract negotiations when necessary.
  • Prepare the annual operating, capital, and special fund budgets in cooperation with the Director for Board approval and submission to taxing authorities.
  • Establish or recommend fiscal objectives for the organization and administer its budget.
  • Provide analysis of the current financial condition and report to the Board of Trustees monthly.
  • Publish the organization's annual financial report.
  • Assist the Director in preparing long-range financial projections.
  • Prepare projections for salaries and fringe benefits.
  • Establish and maintain the overall system of accounting, including internal accounting controls.
  • Oversee the automated accounting system and liaise with accounting system hardware and software vendors.
  • Receive and deposit all library funds in authorized depository accounts in accordance with regulations.
  • Monitor all financial aspects of purchasing, receiving, supply, and equipment inventory operations.
  • Supervise the organization's property, liability, and fiduciary insurance programs.
  • Maintain inventory of fixed assets.
  • Maintain and increase knowledge and skills through meetings, conferences, training seminars, and in-service training sessions.
  • Attend annual continuing education as required by law.
  • Invest funds in accordance with state statutes and organizational policies and maintain an investment ledger.
  • Review accounting transactions and make necessary adjustments to financial records.
  • Prepare annual certificates of estimated resources and appropriation documents for timely submission to the County Budget Commission.
  • Prepare and submit annual budget and financial reports for local, state, and federal agencies as required by law.
  • File all financial reports with the appropriate local, state, and federal agencies as required by law.
  • Provide information and supporting documentation to auditors during state audits.
  • Follow and document all necessary procedures and laws when dealing with special projects such as tax levy and bond issue financing, capital projects, and grants.
