About The Position

Bring your procurement, contract administration and compliance expertise to a role that supports meaningful community impact as the next Contracts & Inspections Manager for the Department of Housing Affordability and Community Revitalization. This leadership position provides coordination and oversight of the department’s contract administration and inspection services. The role is responsible for helping ensure department programs and grants are administered in compliance with local, state and federal regulations, while also coordinating contract monitoring activities and supporting the review and resolution of compliance matters. The Contracts & Inspections Manager supervises a team of three, including one Contracts Specialist and two Housing Quality Inspectors and serves as an integral part of the department’s efforts to maintain solid operations, accountability and service to the community.

Requirements

  • Bachelor's degree in business administration, public administration, or related
  • Five years of contracts and grants administrative experience
  • Equivalent education and experience are accepted
  • ALL prior work experience on your application and resume.

  • Master's degree in business administration, public administration, or related
  • Experience and knowledge of government grant requirements and grants administration
  • Supervision skills to provide guidance and professional support to staff
  • Knowledge of government contract administration, procurement processes and grant compliance requirements
  • Knowledge of Housing Quality Standards (HQS) inspections and program compliance requirements
  • Ability to review and draft contracts, agreements and related documentation to ensure regulatory and policy compliance
  • Ability to monitor sub-recipient performance and identify potential compliance risks
  • Ability to develop and maintain contract and procurement templates and related documentation
  • Ability to provide technical guidance to program staff, community partners and sub-recipient agencies
  • Leadership and supervisory skills with the ability to coach staff, manage performance and support team success
