About The Position

The Contracts Compliance and Oversight Manager at Team Housing Solutions (THS) is responsible for ensuring full adherence to all contractual obligations, performance standards, and internal policies across THS-managed contracts, subcontracts, and vendor relationships. This role emphasizes proactive monitoring, objective performance oversight of both THS and its subcontractors/suppliers, early identification of deviations, and structured assessment to drive accountability, quality, and continuous improvement in contract execution.

Requirements

  • Minimum 5 years of progressive experience in contract management, compliance, and/or quality assurance preferably involving supplies, professional services, and/or construction contracts in logistics, state or federal government sectors, base camps and life support services, emergency and disaster response, or a related industry.
  • Experience conducting performance assessments of subcontractors and internal teams/processes required.

Nice To Haves

  • Bachelor's degree in Acquisition/Procurement, Logistics, Supply Chain Management, Construction Management, or a related field; relevant experience considered in lieu of specific field of study
  • Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Defense Acquisition Workforce Improvement Act (DAWIA) or similar procurement/contracting certification; familiarity with construction a plus.
  • Familiarity with FAR / DFARS is a plus.

Responsibilities

  • Develop and implement monitoring programs to verify compliance with all contractual terms, scopes of work, deliverables, schedules, pricing, payment provisions, insurance and bonding requirements, and other obligations outlined in agreements.
  • Conduct regular desk-based (virtual) and on-site reviews to confirm subcontractors and vendors are meeting contractual commitments.
  • Identify, document, and track any deviations from contract requirements, collaborating with project teams to ensure timely corrective actions and resolution.
  • Establish and apply performance evaluation frameworks to assess THS internal delivery and subcontractor/vendor performance against milestones, quality standards, timeliness, cost adherence, safety protocols, and other contractual performance measures.
  • Perform periodic performance reviews, site inspections, and audits of subcontractors and THS-managed activities.
  • Prepare clear, evidence-based performance reports, scorecards, trend analyses, and recommendations for leadership, highlighting areas of excellence, underperformance, and opportunities for improvement
  • Proactively identify contractual and operational risks arising from non-performance, incomplete deliverables, or failure to meet agreed standards.
  • Partner with project management, procurement, finance, and legal teams to develop and execute mitigation strategies and corrective plans.
  • Monitor subcontractor/vendor financial health, insurance certificates, bonding (where required), and other contractual compliance indicators.
  • Act as a central point of contact for contractual compliance concerns, performance deficiencies, claims, and disputes with subcontractors and vendors.
  • Support issuance and tracking of notices of default, cure notices, back-charges, deductions, and other contractual remedies.
  • Document all compliance and performance-related correspondence and resolution outcomes.
  • Produce regular compliance and performance oversight reports for executive leadership and relevant internal stakeholders.
  • Maintain centralized, organized, and auditable records of performance assessments, audit findings, corrective action plans, and closeout documentation.
  • Identify recurring issues and recommend improvements to processes, templates, training, and contractual language to strengthen future performance and compliance.
  • Lead or support final performance evaluations and contractual closeout verification.
  • Leverage AI and advanced analytics capabilities (e.g., predictive insights, automated data processing, pattern recognition, natural language processing, or intelligent document handling) to support faster decision-making, early risk identification, trend analysis, reporting, and process optimization relevant to the role.
  • Drive the integration of key operational data into centralized dashboards, business intelligence tools, or THS-approved systems such as NetSuite ERP to enable real-time visibility, automated alerts, performance tracking, and more informed oversight and collaboration across teams.
