Contract Program Administrator II | Pay Range: $ 70,320.00 - $87,895.00 Join Southwest Power Pool as a Contractor Program Administrator II! Overview If you enjoy owning a process end-to-end and working at the intersection of compliance, operations, and people, this role puts you right in the middle of it. The Contractor Program Administrator leads SPP’s contractor management program, ensuring non-employee personnel are seamlessly onboarded, supported, and offboarded while maintaining strict compliance with North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards, SPP policies, and regulatory requirements such as SOC. You’ll serve as the go-to partner connecting contractors, leaders, and internal teams, keeping everything aligned, efficient, and audit-ready. This role is equal parts coordination and strategy. You’ll manage the full contractor lifecycle, maintain clean and accurate records, and continuously look for ways to improve processes and stay ahead of evolving industry standards. Requirements

  • High School Diploma or equivalent
  • 3+ years of relevant professional experience
  • Ability to adapt to evolving regulatory environments and organizational needs
  • Commitment to maintaining the confidentiality of sensitive information
  • Proven ability to work effectively with cross-functional teams, including human resources, information technology, legal, and compliance
  • Strong ability to analyze and track program contracts, compliance requirements, and reporting metrics
  • Exceptional attention to detail and ability to manage multiple tasks, deadlines, and priorities effectively
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly and professionally
  • Demonstrated ability to identify gaps, recommend solutions, and implement process improvements
  • Ability to respond during non-office hours, when the role requires immediate action

Nice To Haves

  • Bachelor’s degree in business administration, human resources, or a related field
  • Work history supporting compliance programs, personnel records management, or program management
  • Familiarity with compliance tracking software and/or HRIS systems
  • Familiarity with the NERC CIP Standards or other similar regulatory requirements related to contractor management
  • Strong understanding of oversight compliance, risk mitigation, and regulatory requirements
  • Familiarity with participating in and preparing for compliance monitoring and enforcement engagements (e.g., audits, certifications, spot checks, questionnaires, requests for information)
  • Work history in or related to the bulk electric system

Responsibilities

  • Serve as the program administrator and subject matter expert for contractor access management
  • Initiate and administer personnel risk assessments for contractors
  • Assign and track required security awareness and compliance training
  • Partner with contractor sponsors to ensure appropriate system and facility access
  • Manage onboarding/offboarding and access requests in alignment with compliance standards
  • Lead annual access entitlement reviews for contractors
  • Maintain accurate, confidential contractor records within HRIS systems
  • Ensure timely revocation of access when contracts end or change
  • Monitor regulatory changes and update processes to maintain compliance
  • Support audits, certifications, and compliance reviews (internal and external)
  • Identify process gaps and implement improvements for efficiency and risk mitigation
