About The Position

The Regional Manager, Treatment and Recovery Services, will work within the Treatment and Recovery Services Division, to plan, design, develop, implement, and assess program efficacy for Mental Health and co-occurring Mental Health and Substance Use Disorder (SUD) behavioral health programs. The Manager will provide programmatic oversight and monitoring of behavioral health (MH or co-occurring MH) and SUD treatment and recovery support services statewide. This includes oversight of contracts, Memorandum of Understanding (MOUs), BHA Conditions of Award (COA), and Interagency Agreements (IAs) with the Local Behavioral Health Authorities (LBHAs), Core Service Agencies (CSAs), Local Addiction Authorities (LAAs), Local Health Departments (LHDs), Community Behavioral Health Providers, Faith-based organizations, and Maryland Colleges and Universities. The Regional Manager will conduct site visits (virtual and on-site) to monitor the LBHAs, LAAs, and CSAs for compliance with BHA COAs to ensure services have been effectively rendered. This position reviews and assists in developing the Administration’s policies regarding effective and evidence-based programmatic and fiscal practices. This position provides recommendations to BHA program staff regarding contract deliverables, corrective action plans (CAPs), retraction of funding, fiscal year carry-over/roll-over, budget modifications, and over-the-actual-spend (OTAS) requests. This position is also responsible for conducting program evaluation and analyzing data to report on program effectiveness and impact. The Regional Manager will participate in reviewing the jurisdictions' annual local behavioral health strategic plans and budgets, and make recommendations for programmatic and policy changes as applicable. This position provides technical assistance (TA) and facilitates training for BHA and local, state, and county program staff in best practices for monitoring mental health disorder (MH), and co-occurring MH and SUD disorder intervention, treatment, and recovery support services. This position will collaborate with other divisions and offices as part of BHA's standards for program oversight, resource sharing, equitable service delivery, and meeting agency-wide goals and objectives. These areas include: The Division of Policy and Planning; Fiscal and Finance Management; Office of Behavioral Health Research and Innovation; Office of Prevention and Promotion, Primary Behavioral Health and Early Intervention; and Urgent and Acute Care. Specifically, this position will support the following Treatment and Recovery Services Division offices with program and fiscal monitoring of their units' state/general and federally funded Mental Health (MH) and Substance Use Disorder (SUD) programs: Office of Evidence Based Practices; Housing and Recovery Supports; Office of Older Adults and Long Term Services and Supports; and Community Integration and Program Planning. This position is eligible for hybrid telework, and is subject to change as necessitated by operations and customer focused demands.

Requirements

  • A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.
  • Six years professional experience in health services, three years must have been in Mental Health professional work related to treatment and development of mentally ill patients and three years must have been at the managerial or supervisory level.

Nice To Haves

  • Experience working in behavioral health (co-occurring, enhanced, integrated) modern intervention, treatment, and recovery techniques, and behavioral health evidence-based practices (EBPs).
  • Experience with the principles, practices, and procedures of program monitoring and planning, business and public administration.
  • Experience with the principles and practices of governmental accounting, budgeting, and public administration.
  • Experience developing and installing administrative procedures, and evaluating their efficiency and effectiveness to assist in monitoring behavioral health (MH/co-occurring MH and SUD) programs and services.
  • Experience with clear and concise verbal and written communication.
  • Experience applying and interpreting departmental policies and procedures.

Responsibilities
