About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Job duties: -Develop, draft, and negotiate contractual documents including RFIs, RFAs, RFPs, RQAs, MOUs, MOAs, personal service agreements, sole source contracts, data sharing agreements and contract amendments. -Analyze the procurement and contracting laws, rules, regulations, and requirements of the State of North Carolina and NC Medicaid program to ensure compliance. -Lead and support evaluation committees for competitive solicitations. -Analyze contract requirements and scope of services to determine deliverables, performance standards, and evaluation criteria. -Develop, track and maintain actionable procurement timelines throughout each phase of the contracting lifecycle. -Ensure contract review, approval, and execution are in accordance with DHB Alternative Procedures, as authorized in N.C.G.S. 143B-216.80(b)(4). -Respond to Public Record in accordance with North Carolina law. -Prepare, organize, and maintain contract records and files documenting contract performance and compliance. -Perform other duties as assigned. About the NC Division of Health Benefits: The Division of Health Benefits (DHB) within NCDHHS is committed to advancing innovative solutions that improve health, promote well-being and foster independence for all North Carolinians. DHB manages and oversees North Carolina Medicaid and other programs that provide access to services and supports for parents, children, seniors, people with intellectual / developmental disabilities, and behavioral health, substance use and traumatic brain injury disorders. With a budget over $27 billion in state and federal funds per fiscal year, DHB ensures that more than 108,000 enrolled providers are reimbursed for delivering covered services to 3.1 million beneficiaries.

Requirements

  • Bachelor’s degree in business or related area from an appropriately accredited institution and two years of progressive procurement or contract administration experience; or equivalent combination of education and experience.
  • Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.

  • Proven ability in establishing and maintaining effective working relationships, oral and written communication skills.
  • Demonstrated ability to create contracts which document timelines and deliverables.
  • Demonstrated ability to understand and resolve complex problems and the ability to read, interpret and make recommendations based on complex state, federal and Departmental rules, laws, and regulations.
  • Experience in public sector or other government contract drafting and negotiations.
  • Professional certifications from the NCMA (National Contract Management Association) for a CPCM (Certified Professional Contracts Manager or from ISM (Institute for Supply Management) for a CPSM (Certified Professional in Supply Management) or individuals that have an active C.P.M. (Certified Purchasing Manager) certification.
