About The Position

The purpose of this classification is to perform administrative work in assisting the Contract Compliance Manager as needed in the administration of the Small Local Business Enterprise (SLBE) and Procurement Non-Discrimination Program.

Requirements

  • Bachelor's degree in Business Administration or a closely related field; supplemented by three (3) years previous experience, that includes contract or program administration preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Georgia driver's license.

Responsibilities

  • Assist the Contract Compliance Manager with the administration of the Small Local Business Enterprise (SLBE) and Procurement Non-Discrimination Program.
  • Under the direction of the Manager communicates with user departments regarding upcoming bids and proposals and communicates with certified SLBEs and Minority and Women Business Enterprises (MWBE) regarding opportunities.
  • Assist with monitoring participation of SLBEs and MWBEs on projects and compiling reports to Manager and Director.
  • Compiles reports on monthly contracting activities regarding SLBEs and MWBEs for review by the Manager.
  • Compiles reports on certified vendors and program activities.
  • Conducts routine monitoring review files, policies, procedures and process assessments; and prepare monitoring reports of small business project goals.
  • Oversees maintenance of vendor certifications to prevent expirations. Oversee compliance of contractor payments within compliance system. Enter and modifies data within vendor management system.
  • Schedule, coordinate and attend certification site visits.
  • Attend pre-bid and pre-proposal conferences to explain program goals and requirements.
  • Participates on proposal evaluation committees.
  • Reviews bid packages to ensure Contract Compliance forms and language are included, where required.
  • Performs initial review of forms submitted by bidders to determine they have complied with requirements and provides report to Manager, including percentage of SLBE participation.
  • Review certification status of SLBEs and MWBEs listed in proposals and bids.
  • Reviews certification packages submitted for SLBE and MWBE certification.
  • Maintain current list of certified SLBEs and MWBEs for distribution.
  • Assist in coordinating training opportunities for SLBEs and MWBEs. Maintains a log of bids/proposals received including date received, date reviewed, subcontractors listed, certification status of subcontractors, and checklist of forms.
  • Maintains certification application files for SLBE and MWBE certifications; maintains a log of applications received, including name of the applicant, date received, date reviewed, date of site visit, and decision made.
  • Perform initial review of application to determine if all supporting documents are included.
  • Communicate with applicants regarding any missing information. Maintain communications with local small and minority business organizations regarding the SLBE and Non-Discrimination programs.
  • Follow-up on all pending files; keep all files current and organized; keep past historical files organized for future requests or for re-bid at future dates.
  • Perform various administrative duties in support of department operations as needed.
  • Operate a computer to conduct research, enter, retrieve, review, or modify data; utilizes, reviews, and creates a variety of original correspondence and spreadsheets; reads, reviews, and applies resolutions, ordinances, etc., to various issues and concerns; reviews, uses, and creates access, databases; prepares PowerPoint presentations; provides internet page content and web pay design ideas in relation to contract compliance programs; and uses various software programs.
  • Prepares or completes various forms, reports, correspondence, bid summaries, or other or documents.
  • Receives various forms, reports, correspondence, bid requests, recommendations, opened bids, rules, procedures, directories, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
  • Enters, retrieves, reviews, or modifies data into computer system; verifies for accuracy and makes corrections; utilizes word processing, spreadsheet, database, or other software programs.
  • Communicate with supervisor, other employees, contractors, vendors, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Attend meetings with Director and others as directed by the Manager.
  • Take/maintain minutes of each meeting for future reference.
  • Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new trends and advances in the profession; reads professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate.
  • Performs other related duties as required.
