About The Position

State Roofing Systems, a Nations Roof Company, is a leading commercial roofing contractor serving California’s public and private sectors. As part of Nations Roof, one of the largest commercial roofing contractors in the nation, we are committed to safety, quality, and operational excellence. We are seeking a detail-oriented and experienced Payroll & HR Specialist to join our San Leandro office. This is a fully in-office position supporting our local business unit operations. Position Overview The Payroll & HR Specialist is responsible for processing weekly payroll for field and office employees, with a strong emphasis on Payroll and California Prevailing Wage compliance. This role serves as the primary local HR support contact for the San Leandro office and field teams. While corporate HR manages company-wide benefits, compliance oversight, and policy administration, this position plays a critical role in collecting and managing employee data, supporting onboarding and offboarding processes, and ensuring effective communication between the local business unit and corporate HR.

Requirements

  • 5-8+ years of payroll experience in commercial construction
  • Proven experience processing weekly payroll
  • Demonstrated expertise in Certified Payroll reporting
  • Strong knowledge of California Prevailing Wage and DIR requirements
  • Experience with union payroll strongly preferred
  • Proficiency with payroll systems (Viewpoint, ADP, Foundation, or similar)
  • Strong understanding of job costing and labor distribution
  • Excellent organizational skills and attention to detail
  • Strong communication skills and ability to support field personnel
  • Ability to maintain strict confidentiality

Responsibilities

  • Process accurate and timely weekly payroll for field and office employees
  • Review and verify timecards, labor allocations, and job cost coding
  • Ensure full compliance with California Prevailing Wage laws, including wage determinations, fringe calculations, and documentation requirements
  • Prepare, review, and submit Certified Payroll Reports (CPR) for public works projects
  • Track apprenticeship ratios and maintain required supporting documentation
  • Coordinate union reporting and benefit contributions, as applicable
  • Maintain payroll records including deductions, garnishments, and adjustments
  • Respond promptly to employee payroll inquiries
  • Maintain certified payroll documentation for audits and public works compliance
  • Support workers’ compensation reporting and payroll audits
  • Partner with corporate HR and accounting teams to ensure regulatory compliance
  • Serve as the local HR liaison for field and office personnel
  • Coordinate new hire onboarding documentation (I-9s, W-4s, new hire reporting)
  • Collect and submit employee data to corporate HR for processing
  • Support offboarding processes and coordinate final pay requirements
  • Maintain organized local personnel and training records
  • Communicate corporate HR updates, policies, and initiatives to local teams
  • Provide day-to-day HR support and guidance to business unit leadership
  • Provide backup support and cross-train on office functions
