About The Position

PACO Group (PACO) is seeking an experienced Construction Inspector to provide on-site inspection services in Puerto Rico in support of the Puerto Rico Department of Housing (PRDOH) project. The Construction Inspector will support construction-phase activities by performing field inspections, documenting progress, verifying compliance with approved plans and specifications, and supporting quality, safety, and reporting requirements in accordance with PRDOH, HUD, and applicable regulatory standards. This role requires a detail-oriented professional with strong field experience, sound judgment, and the ability to coordinate effectively with contractors, project teams, and agency representatives in an active construction environment.

Requirements

  • Minimum five (5) years of construction inspection experience on infrastructure or building projects.
  • Associate degree in Construction Technology, Engineering, or a related field preferred (or equivalent experience).
  • OSHA 30-Hour Certification required.
  • Demonstrated knowledge of construction practices, field inspection procedures, and documentation requirements.
  • Bilingual proficiency (Spanish and English) required, with the ability to read, write, and communicate effectively in both languages for field coordination, documentation, and reporting.
  • Ability to work full-time on-site in Puerto Rico.

Nice To Haves

  • Experience supporting federally funded or HUD-funded programs.
  • Prior experience working on disaster recovery, housing, or public-sector construction programs.
  • Familiarity with PRDOH procedures, standards, or reporting requirements.

Responsibilities

  • Perform on-site construction inspections to verify compliance with approved plans, specifications, codes, and contract requirements.
  • Monitor construction progress and document daily field activities.
  • Observe construction means, methods, and sequencing for general conformance with project requirements.
  • Identify non-conforming work, deficiencies, and field issues, and report findings to the project team.
  • Support resolution of field issues through clear documentation and coordination.
  • Prepare daily inspection reports, field logs, and photo documentation.
  • Maintain accurate records of construction activities, observations, and communications.
  • Support pay application verification through progress observations, as directed.
  • Assist with punch list development and close-out activities.
  • Coordinate with contractors, inspectors, safety personnel, and project management staff.
  • Participate in field meetings, site walks, and coordination meetings as required.
  • Support compliance with PRDOH, HUD, and applicable federal, state, and local requirements.
