About The Position

SUMMARY: Execute the daily functions of the Columbus Water Works (CWW) Regulatory Compliance Programs. These include, but not limited to, CWW’s Industrial Pretreatment Program, Sanitary Sewer Overflow Reporting, Fats, Oils, and Grease Program, surcharges, waste hauler billing, and CWW’s Recycle Program. These include site inspections, meetings, monitoring, correspondence, program audits from both the State of GA EPD and EPA, and regulatory planning for these programs. Assists the department manager with other daily duties within the ES Department such as waste-water sampling for industrial users and sanitary sewer overflows, and other special assignments/projects as needed. Assists Assistant Managers of Env. Services on projects and assignments as needed, such as Lead & Copper Project, river runs, watershed assessments, and other projects as requested. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. The Compliance Program Administrator is responsible for the overall oversight and maintenance of CWW’s Industrial Pretreatment Program and all required reporting for compliance with that program. The Compliance Program Administrator must meet all scheduled activities of the program so that the specific goals and targets of the program are met. This includes monitoring sampling events, reviewing sampling reports, completing Self-Monitoring Reports review, issuing compliance notices, facility site inspections, permitting, compliance reporting, meetings, and data management within the program. It also includes meeting with the industrial users and assisting them in working through compliance issues they may be experiencing. The program also receives periodic audits from the State of Georgia EPD and may be audited by the EPA at any time. This also includes all activities associated with Fort Benning. The Compliance Program Administrator is responsible for the overall oversight of CWW’s Sanitary Sewer Overflow Compliance and all required reporting for compliance with the program as required by CWW’s SCWRF’s NPDES Permit. This will include data analysis, regulatory and media reporting, sampling oversight, State notifications, and all other activities associated with maintaining compliance with State Law. This also includes any overflows that occur on Fort Benning. This may include on-call duties. The Compliance Program Administrator shall be responsible for CWW’s Fats, Oil, and Grease (FOG) Program. This includes managing and assisting the FOG Coordinator in ensuring that the sanitary sewer system is protected against unnecessary FOG entering the system. This includes commercial inspections, commercial permitting, waste-hauler inspections, waste-hauler permitting, manifest review, and oversight of the monthly billing for the waste-haulers. Executing the Fort Benning Contract as it pertains to FOG on the base which includes oversight of; trap inspections, trap cleaning, maintenance and replacement of traps, loading of traps which dictate cleaning frequencies, and monthly costs associated with the contract. The Compliance Program Administrator shall be responsible for CWW’s Recycle Program. This includes managing and assisting the FOG Coordinator to ensure that all duties are performed by the Env. Service Technicians are being met. Duties to include ensuring that the program continues to grow through education, tracking numbers and reports to track growth and effectiveness. Ensure that all commercial FOG sites are maintained and address any customer complaints or issues. The Compliance Program Administrator shall also be required to perform other duties as assigned by the Manager of Env. Services include budget planning, budget execution, planning and scheduling, and any other departmental duties as assigned. Industrial Surcharges and waste hauler billing.

Requirements

  • Must be knowledgeable or have the ability to learn wastewater treatment for industrial and municipal systems.
  • Must be knowledgeable or have the ability to learn water treatment.
  • Must be knowledgeable or have the ability to learn both collections and distribution systems.
  • Must be able to plan, organize, and execute projects as assigned.
  • Must have good communication skills to assist customers, report to managers and executives, and delegate and assist other employees.
  • Must be able to analyze problems and apply sound reasoning to make decisions to address issues.
  • Must be able to work well with little to no supervision.
  • Minimum of two years college courses in Chemistry, Biology, or related field from an accredited college, university or technical school, or equivalent combination of education and experience.
  • Minimum of five years’ experience in one or a combination of the following areas: water treatment operations, wastewater treatment operations, industrial pretreatment program administration, environmental laboratory analysis, or related regulatory work.
  • Ability to read, analyze and interpret common scientific and technical documents such as procedure manuals, operating and maintenance instructions, financial reports, and legal documents.
  • Ability to write detailed reports and correspondence; must have the ability to describe and explain complex technical concepts.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables; ability to make recommendations for the solution of practical problems based on facts.
  • Must posses a valid driver’s license.
  • Obtain a Class III Wastewater Operators License within one year.
  • Obtain a collection systems certification within two years.
  • Ability to operate general office equipment, including copy machine, calculator, and computer.
  • Working experience and knowledge of PowerPoint, Excel, Microsoft Word, and database systems.
  • Ability to establish and manage multiple projects and set priorities.
  • Good knowledge of general office operations.
  • The employee is regularly required to reach with hands and arms.
  • The employee is frequently required to stand, walk, use hands to finger, handle or feel objects, tools or equipment, stoop, kneel, crouch; talk and hear.
  • The employee must occasionally lift and be able to move objects of up to ten pounds; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Nice To Haves

  • Knowledge of industrial user permitting, sampling, inspections, and application of federal/state pretreatment regulations is preferred.
