About The Position

With an annual budget of $2.3 billion and more than 7,000 employees throughout the five boroughs, the New York City Department of Health and Mental Hygiene (NYC DOHMH) is one of the largest public health agencies in the world, serving 8 million New Yorkers. The Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) is a grant program that prepares the healthcare delivery system to save lives during emergencies. The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will be supervised by DOHMH. This is a grant-funded position. The Office of Emergency Preparedness and Response (OEPR) promotes DOHMH’s and NYC’s ability to prepare for, respond to, and recover from health emergencies through the coordination of agency-wide emergency preparedness planning, training and exercises and through regular engagement with communities as well as city, state and federal partners. OEPR’s Bureau of Emergency Field Operations (BEFO) is responsible for standardizing operational planning across several emergency field operations, such as Community Reception Centers (CRCs), while maximizing resources in order to support these operations. The CRC Planner's role will support preparedness for a major radiological incident. This includes partnering with the Fire Department of the City of New York (FDNY) to support screening and decontamination services for the general population, as well as working with the healthcare system and providers to refer CRC clients to further medical care, if required. DOHMH has an opening for a Community Reception Center (CRC) Planner, reporting to the Senior Planning Manager, within the Planning and Training Unit, to lead the refinement of CRC operational materials to respond to public health emergencies requiring screening of the public.

Requirements

  • A master’s degree in emergency management, public health, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, public health, environmental/occupational health and safety, or a related specialized area.
  • Demonstrated experience managing complex projects, preferably in emergency management, public health, or government settings.
  • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.

Responsibilities

  • Further develop CRC planning and operational documents, including procedure guides, site manuals to respond to public health emergencies requiring radiological screening of the public.
  • Assist the BEFO’s Training Team in creating and maintaining CRC-specific trainings and resources, including online training content and facilitator guides.
  • Coordinate with internal and external partners and vendors, such as the FDNY and healthcare systems and providers, to support citywide public health emergency preparedness efforts.
  • Respond to public health emergencies in the Citywide Health Emergency Field Operations Section and respond in other roles, as needed, for OEPR-led responses or ICS activations when the primary role is not mobilized.
