About The Position

This position is responsible for providing technical assistance, information and referral services to American Indian tribes and organizations in North Carolina. This position is responsible for preparing the Community Services Block Grant application for the operation and management of the Supporting Undergraduate Native Students Program. This includes preparing and updating materials annually (brochure and application packet). Process SUNS Program Applications and determine program eligibility, in accordance with grant contract, provide services to eligible students, including planning and conducting an annual Academic Success Workshop for participating SUNS Program participants. This position is also responsible for preparing the grant application for the operation of the USDA Program. This position is responsible for the management of both grant programs, including grant expenditures, budget reports, modifications, amendments, and reports as required, etc. This position is responsible for supervision of staff. This position will also participate in strategic planning activities as outlined by the Department and Commission of Indian Affairs to conduct SWOT analysis, define mission and goals. This position will also attend conferences, workshops and training sessions associated with these programs, other duties as assigned.

Requirements

  • Bachelor's degree in sociology, psychology, political science, business administration, public administration, or related field from an appropriately accredited institution and three years of experience related to the specific program assignment; or an equivalent combination of education and experience.

Responsibilities

  • Manage Community Services Block Grant (CSBG) Program including writing grant, program development and monitoring and evaluating program success.
  • Administer Supporting Undergraduate Native Students (SUNS) Program designed to provide supportive services to American Indian college students that encourages them to enroll, stay in school and graduate from a community college or university.
  • Determine student eligibility and provide services to participating students.
  • Conduct Annual Academic Success Workshop for participating students.
  • Participate in meetings, task forces, etc. with delegated authority to represent the interests of the commission.
  • Design and develop informational material on programs.
  • Complete weekly, monthly, quarterly and annual reports for Economic Development Program.
  • Manage USDA Packager Program including assisting applicants in preparing and submitting complete and accurate USDA 502/504 Direct Loan and Grant applications.
  • Conduct outreach and coordinate training for tribal communities to inform them of USDA program guidelines and certification processes.
  • Serve as a liaison between applicants, tribal organizations, and the USDA. Ensure Compliance with USDA regulations and track applications through approval or denial.
  • Manage one Program Coordinator who will be a direct report.
  • Provide reports and analytics of the USDA program.
  • Participate in train-the-trainer workshops with the American Indian Communities.
  • Assist with program development, monitoring and evaluating program success and supervision of staff.
  • Monitor grant expenditures; prepare grant amendments and budget modifications and reports.
  • Assist in the planning and coordination of the Annual American Indian Energy Education Events and Activities. Conference.
  • Supervise assigned staff.
  • Process ITS invoices for payments. Other duties assigned by the Supervisor.
  • Approve staff time in BEACON system
  • Prepare meeting budget authorizations for Departmental approval.
  • Prepare travel reimbursement forms for committee members and submit to fiscal for payment processing.
  • Prepare and disseminate committee meeting notices and minutes to committee members
