About The Position

Rate: $22.80 hourly Full benefits package includes: MO Lagers Pension, medical, dental, life insurance, long-term disability and various voluntary benefit plans ESSENTIAL DUTIES AND RESPONSIBILITIES Ability to interact, work and assist with residents, contractors, developers, and lenders. Make site visits, organizing and planning job details and scope of work for residential properties. Home Rehabilitation knowledge required. Prefer knowledge in Federal grant programs and statutory regulations, real estate and/or housing development, HOME Investment Partnership Program, Neighborhood Stabilization Program and Community Development Block Grant Program. Perform physical labor and ability to lift up to 100 lbs required. Receives the public and answers questions; responds to inquiries from employees, citizens and others and refers, when necessary, to appropriate persons. Performs administrative duties related to the City’s Community Development Block Grant-funded programs. Performs routine administrative and clerical work in answering phones and questions directed to the department. Proficiency in Microsoft Office, Microsoft Excel and excellent organizational skills needed. Update Community Development Department webpage as needed on City’s website. Assists in the procurement of department materials and supplies. Operates listed office machines as required. Prepares and submits advertisements to local and regional publications. Composes types and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy and completeness. Establishes and maintains database of housing opportunities within the city. Schedules appointments and performs other administrative and clerical duties. Performs other duties as directed Knowledge, Skills and Abilities Administer programs related to housing needs of the community. Assess resident and housing needs and make recommendations for city housing programs Assist in preparation of all required documents for the Consolidated Plan, Consolidated Annual Performance and Evaluation Report (CAPER), Environmental Review and all other reports required by HUD Implement all Federal Statutory Regulations required by HUD Manage the Housing Resource Center and all related programs. Provide prospective home buyers and renter’s information about available housing opportunities in Florissant as well as information about City amenities. Provide staff support to the Citizens Participation Committee, the Disability Awareness Commission and the Fair Housing Commission. Administer the Community Development Block Grant (CDBG) funds and other State and grant programs as assigned Administer the Neighborhood Stabilization Program. Manage all aspects of the Home Improvement Loan Program, Home Improvement Mechanical Program, Project IMPACT and any other program that falls under the scope of the department including application intake, inspection of homes, reviewing and paying all reimbursement requests. Manage the expenditure of public assistance given to the Mortgage Rental and Utility Assistance Program Manage HOME funds, as related to down payment assistance and all other programs funded with HOME funds such as the Lead Program. Serve as advocates to our residents assisting them through very tenuous situations Work with the City’s residents regarding their specific housing issues Manage the volunteer program Manage and administer the Property Revitalization Fund Review and maintaining all program data collection Technical responsibilities include IDIS (Integrated Disbursement Information System), Econ Planning Suite, HEROS, Tracker, Open Gov, Filemaker, Publisher, Microsoft Office, Web Site, St. Louis County Real Estate Information and Deeds

Requirements

  • Home Rehabilitation knowledge required.
  • Perform physical labor and ability to lift up to 100 lbs required.
  • Proficiency in Microsoft Office, Microsoft Excel and excellent organizational skills needed.
  • Basic computer knowledge and skills a must. Experience with webpages a plus.
  • Skill in operation of listed tools and equipment.
  • Ability to effectively meet and deal with the public; ability to communicate effectively verbally and in writing; ability to handle stressful situations.
  • Access to transportation required
  • A valid driver’s license is required.
  • The person in this position must have graduated high school; an associate’s degree or higher preferred from an accredited college or university with a degree in a closely related field, and at least four years of progressively responsible administrative and clerical experience.
  • Any equivalent combination of education and experience would be considered.
