About The Position

PEMCCO is seeking qualified Communications Engineers (Senior and Junior levels) to support a major metropolitan transit agency’s 900 MHz to 800 MHz spectrum transition initiative. These positions will operate within the client’s engineering environment and provide technical analysis, engineering support, and system evaluation for mission-critical rail communications systems. The selected engineers will support activities including RF system performance evaluation, interference analysis, design review support, field verification, and transition readiness assessment. Work will be performed in a staff augmentation capacity, supporting the client’s engineering authority without providing prescriptive design direction. This role requires experience in land mobile radio (LMR) systems, RF propagation, DAS environments, and transit or mission-critical communications systems, with the ability to operate in complex, interference-prone environments. PEMCCO, Inc. is an Information Technology and Information Management (IT/IM) services firm. We assist our customers in maximizing existing and emerging technologies to achieve their desired business productivity objectives. Living the Culture and Making It Happen is the motto we live by. We Live the Culture by carrying out the tenets of our Core Values of Loyalty, Integrity, and Commitment to our Customers and Employees every day. We Make It Happen by following Smart Organization Healthy Organization (SOHO) principles for internal and external communications and the successful execution of projects. Applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.

  • Strong understanding of RF engineering principles and spectrum management
  • Knowledge of LMR systems (P25 preferred), DAS, and wireless communications infrastructure
  • Ability to analyze interference, propagation, and system performance issues
  • Familiarity with transit communications environments (rail systems, OCC operations)
  • Strong analytical, problem-solving, and troubleshooting skills
  • Effective technical communication and documentation abilities
  • Ability to work within a client-led engineering authority structure
  • Proficiency with RF tools (e.g., spectrum analyzers, propagation modeling tools)
  • Bachelor’s degree in Electrical Engineering, Telecommunications, or related field
  • 8–15+ years of experience in RF/communications engineering
  • Experience with LMR systems (P25 or equivalent)
  • Experience supporting complex wireless systems in dense or mission-critical environments
  • RF system analysis
  • Interference mitigation
  • Design review and system validation
  • Bachelor’s degree in Electrical Engineering, Telecommunications, or related field
  • 2–5+ years of experience in RF or communications engineering
  • RF testing and analysis
  • Wireless system support
  • Engineering documentation

Nice To Haves

  • Experience supporting transit agencies (e.g., Metro, rail, light rail systems)
  • Experience with 900 MHz to 800 MHz rebanding or spectrum transition projects
  • Familiarity with:
  • Distributed Antenna Systems (DAS)
  • Microwave/backhaul communications systems
  • Operations Control Center (OCC) environments
  • Experience supporting FAT/SAT and system commissioning
  • Knowledge of ATMS or integrated transportation systems

Responsibilities

  • Perform RF analysis and system performance evaluations across existing 900 MHz and target 800 MHz environments
  • Support interference detection, noise floor analysis, and signal degradation investigations
  • Conduct spectrum monitoring and field validation activities
  • Assist in engineering evaluation of spectrum transition impacts on existing radio systems
  • Support frequency coordination and system compatibility assessments
  • Analyze coverage, capacity, and performance implications of transition scenarios
  • Review design documents, system configurations, and engineering submittals
  • Provide technical observations and findings to support client decision-making
  • Support integration considerations with existing systems (e.g., OCC, backhaul, DAS, ATMS interfaces)
  • Participate in field testing, system inspections, and validation activities
  • Support FAT/SAT coordination and system performance verification
  • Document field findings and support issue resolution tracking
  • Prepare technical memoranda, engineering notes, and weekly status reports
  • Document observations, findings, and system performance conditions
  • Support client reporting requirements without developing formal design deliverables
  • Coordinate with client engineering staff, contractors, and stakeholders
  • Support cross-functional activities involving communications, operations, and infrastructure teams
