About The Position

One Federal Solution is seeking a qualified professional to develop and execute strategic communication and change management plans supporting USCIS VER operations and initiatives. This role requires expertise in crafting messaging for diverse audiences and driving organizational change efforts aligned with federal priorities.

Requirements

  • Minimum of 7 years of experience developing and executing strategies for federal programs.
  • Demonstrated expertise in executive-level communications, messaging frameworks, and stakeholder engagement.
  • Experience supporting organizational change management initiatives.
  • Strong writing, editing, and presentation skills tailored to diverse audiences.
  • Ability to coordinate across functional teams to ensure clear and consistent messaging.
  • Experience drafting strategic communications in support of operational programs for DHS or USCIS.
  • Bachelor’s degree in Communications, Public Relations, or a related field.
  • Prosci Change Management Certification or a similar professional certification.

Responsibilities

  • Develop and execute strategic communication and change management plans supporting USCIS VER operations and initiatives.
  • Create messaging frameworks for diverse audiences, including executive leadership, internal stakeholders, and external/public-facing channels.
  • Align communications with VER, FOD, USCIS, and DHS priorities.
  • Lead organizational change management activities using Prosci, Lean Agile, and SAFe methodologies to drive adoption of new processes, technologies, and organizational structures.
  • Facilitate stakeholder engagement, awareness campaigns, and training sessions.
  • Leverage tools such as Adobe Suite, Microsoft Suite, Mural, and infographics to produce innovative communication products.
  • Implement feedback mechanisms, including retrospectives, surveys, and FAQs, to assess and address stakeholder perceptions.
  • Ensure all communications meet Plain Language guidelines and Section 508 accessibility standards.
