About The Position

We are looking for a highly experienced Transformation Organizational Change Management (OCM) Specialist to serve as a subject matter expert (SME) in managing the people side of a large-scale organization. The OCM Specialist will support the Transformation Office at the DEVCOM Aviation & Missile Center (AvMC), providing strategic change management guidance, leading workforce engagement efforts, and ensuring the successful adoption of new technologies, processes and systems.

Requirements

  • Demonstrated experience in change management planning and execution across diverse work streams, including Business Process Reengineering (BPR), organizational restructuring, ServiceNow implementations, and Artificial Intelligence (AI) initiatives
  • Facilitation skills for conducting listening sessions, stakeholder discussions, workshops, and forums to gather input and build consensus
  • Proven ability in conducting workforce impact assessments, identifying potential risks and resistance, and developing targeted stakeholder engagement strategies
  • Ability to create comprehensive internal communication plans and detailed stakeholder maps to guide engagement efforts
  • Ability to produce key change deliverables, such as transition monitoring plans, organizational readiness assessments, and communication guides for leaders and managers
  • Experience working as part of large, cross-functional program teams on enterprise-wide transformation programs
  • Bachelor’s degree (BA/BS) in a related field is required
  • At least ten (10) years of professional experience in organizational change management, strategic communications, management consulting, or a related field is required
  • DoD-issued Secret Security Clearance is required at start
  • Demonstrated experience leading change management activities for large-scale transformation programs, such as technology implementations, business process re-engineering, or organizational restructuring is required
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and collaboration platforms like Microsoft SharePoint is required
  • Experience developing and executing OCM plans, conducting stakeholder analysis, and creating key change deliverables (e.g., communication plans, readiness assessments) is required
  • Excellent written and verbal communication skills, with experience facilitating groups and presenting to senior leaders is required

Nice To Haves

  • Certification or significant experience with a structured change management methodology, such as the Prosci ADKAR® Model or a similar framework is preferred
  • Experience designing and conducting qualitative and quantitative data gathering through surveys, interviews, and focus groups to assess stakeholder sentiment and readiness is preferred
  • Background in related fields such as organizational development, workforce engagement, or strategic planning is preferred
  • Prior experience supporting change management initiatives within a government or Department of Defense (DoD) environment is preferred
  • Proficiency in developing and tracking adoption metrics and workforce readiness indicators to measure the progress and success of change initiatives

Responsibilities

  • Leads the development and execution of comprehensive OCM strategies, including communication plans, stakeholder engagement, and readiness assessments to align with major transformation initiatives
  • Identifies workforce impacts and risks, develops targeted strategies to build buy-in and manage resistance, and ensures that employees are prepared for change
  • Supports the integration of optimized workflows into enterprise solutions by developing key deliverables such as transition plans and training strategies
  • Leads collaboration sessions with AvMC leadership, technical teams, and functional stakeholders
  • Supports informed decision making by providing leadership with data-driven insights on workforce readiness and adoption metrics
