About The Position

Flexicrew Technical Services (FTS) is seeking a Commissioning Manager / Commissioning Lead for large-scale oil & gas capital projects, specifically supporting deepwater and multi-discipline facilities. This role is critical during the Detailed Design phase, where the manager will develop the commissioning philosophy, execution strategy, schedules, and procedures. The position involves leading and directing day-to-day commissioning and start-up activities for all systems, ensuring they are conducted in a safe, logical, and controlled sequence aligned with project specifications. The manager will be responsible for overseeing a multi-discipline team, including engineers, technicians, operations personnel, contractors, and vendor representatives. Key duties also include supporting system handover from Construction, defining system priorities, interfacing with project management and client representatives, managing commissioning budgets and schedules, coordinating vendor support, and ensuring all testing and documentation meet QA/QC requirements. Ultimately, the role prepares systems for final inspection and turnover to Operations, while also assisting in team personnel selection and ensuring efficient resource utilization.

Requirements

  • Bachelor’s degree in Mechanical, Electrical, Chemical, or Process Engineering required
  • 10–15 years of oil & gas construction, commissioning, start-up, and operations experience
  • Strong background in commissioning and start-up of large capital projects, preferably multi-discipline deepwater facilities
  • Proven ability to write, review, and execute technical reports and commissioning documentation
  • Strong communication skills with clients, contractors, vendors, and internal teams
  • Proficiency in Microsoft Office applications (Word, Excel, Access, PowerPoint)
  • Ability to work in industrial environments and safely navigate active construction sites
  • Must be able to work independently and lead cross-functional teams under tight deadlines
  • Must be able to pass drug screening and meet client site requirements
  • Regular, reliable attendance required with flexibility for overtime and weekend work as needed
  • Ability to work in various field conditions and travel to multiple project locations

Responsibilities

  • Develop commissioning philosophy, execution strategy, schedules, and procedures during the Detailed Design phase
  • Lead commissioning and start-up activities for all systems in a safe, logical, and controlled sequence aligned with project specifications
  • Direct day-to-day commissioning execution, managing a multi-discipline team including engineers, technicians, operations personnel, contractors, and vendor representatives
  • Support system handover from Construction, including walkdowns, punch lists, and system completion certification
  • Define system priorities and handover sequencing from Construction to Commissioning
  • Interface with project management and client representatives regarding commissioning progress, issues, and start-up readiness
  • Develop and maintain commissioning budgets, manpower estimates, and system execution schedules
  • Coordinate vendor call-outs, specialized equipment requirements, and overall vendor support activities
  • Develop and review commissioning test equipment requirements and material take-offs for execution
  • Ensure all pre-commissioning, commissioning, start-up, and performance testing activities are properly witnessed and documented per QA/QC requirements
  • Prepare systems for final inspection and turnover to Operations upon completion of commissioning activities
  • Assist in selection, assignment, and role definition of commissioning team personnel
  • Ensure efficient utilization of commissioning resources and adherence to schedule and cost objectives
  • Maintain clear and consistent reporting on commissioning progress, risks, and schedule impacts
  • Perform other duties as assigned or required
