Job Description: Manager, Commercial Procurement with a focus on OTA and rapid procurement (subcontracts and materials) along with expedited acquisitions supporting Federal programs. Reporting to the Sr Manager of Procurement, employee will enable speed‑to‑field under alternative contracting models while ensuring governance, audit readiness, and mitigate contractual risks. Expectations: • Serve as Parsons’ SME for OTA and rapid procurement: advise programs on OTA use cases (research/prototype/production) and pathways (consortia, stand‑alone, CSO). • Own end‑to‑end procurement lifecycle for OTA awards and expedited buys—from requisition intake to negotiation, award, and post‑award performance monitoring. • Drive cycle‑time excellence: execute compliant, expedited procurements; typical 2–3 business‑day completion once a requisition is complete and the supplier is responsive. • Lead complex negotiations with suppliers, utilize e-Auctions while protecting Parsons’ commercial and compliance interests. • Ensure audit readiness: maintain complete records and controls aligned to CPSR/DCMA/SOX expectations; uphold segregation of duties and documentation standards. • Mitigate contractual and regulatory risks, apply cybersecurity requirements (e.g., CMMC 2.0) in collaboration with Contracts, Legal, and InfoSec. • Coach and enable PMs & stakeholders: provide training and job aids for requisition quality, supplier onboarding, and OTA pathways to reduce rework and accelerate awards. • Produce high‑quality documentation: prepare business cases, award memos, risk assessments, and leadership presentations. Requirements

  • Bachelor’s in business administration, Supply Chain, Finance, or related field.
  • 7+ years in commercial procurement and government/defense contracting.
  • 3+ years in supervisory/team leadership.
  • Direct experience with OTA agreements and rapid procurement methods (10 U.S.C. 4021/4022).
  • Knowledgeable in FAR/DFARS and alternative contracting authorities; proven ability to negotiate complex agreements and resolve issues.
  • Risk & compliance acumen: CPSR/DCMA /DCAA/SOX awareness; ability to maintain audit‑ready records and enforce segregation of duties.
  • Digital procurement proficiency: COSTPOINT, SAP Ariba (SLP/S2C/P2P), RFx/eAuctions or similar tools; strong MS Office skills.
  • Exceptional written/verbal communication, stakeholder management, and multitasking under deadline.

Nice To Haves

  • CPCM (Certified Professional Contracts Manager)
  • Experience briefing senior leadership and partnering across Program Management, Finance, & Legal.
  • Familiarity with CMMC 2.0 implementation and DFARS cybersecurity clauses.
