Project Overview: The Infrastructure GBU's, Renewables & Clean Power business line is pursuing future combined cycle power plant projects. The business line is assembling a proposal team to be based in Reston, VA. Upon successful award, the candidate will mobilize to the project site. Job Summary: In this role, you will report to the Site Manager and provide field engineering management and leadership for work planning and packaging, material management, quantity validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover and subcontracts. Your oversight will ensure that all field engineering activities operate safely, are complete, and conform to quality standards and project requirements. You will support the proposal(s) of future combined cycle power plant projects with the intention of mobilizing to the field upon award.

Requirements

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
  • Previous experience delivering a combined cycle power plant, and leading teams of Field Engineers, either as a Lead Discipline Field Engineer, Area Field Engineer, Project Field Engineer or equivalent.
  • 10+ years of Field Engineering experience in process plant and/or combined cycle power plant construction. Preference given to those with combined cycle experience.
  • Advanced knowledge of ASME Section I and B31.1, IEEE, NFPA 60E, applicable ACI Standards, NEC, IBC, etc.
  • Previous experience with Advanced Work Packaging (AWP).
  • Familiarity and working knowledge of the Bechtel suite of Applications (i.e. TeamWorks, SetRoute, PipeFighter, SteelSlayer, Aconex, SP3D/Navisworks etc.)
  • Experience with project setup and temp facilities, system turnover and completion.
  • Knowledge of the constructability process and interfacing with design engineering.
  • Extensive knowledge of setting up and implementing the Bechtel SWPPs and setting up a project QMS.
  • Extensive knowledge of the FCD, RFI, and NCR process.

Nice To Haves

  • Preference given to those with combined cycle experience.
  • Preference given to candidates with multi-discipline experience (i.e. CSA, Piping, Mechanical, Electrical, Instrumentation, etc).
  • Familiarity with the combined cycle initiative.
  • Priority given to candidates with previous Bechtel power plant experience, preferably combined cycle.

Responsibilities

  • As the Project Field Engineer, you coordinate all activities related to the operation of your assigned operating section.
  • Responsible for supervising Field Engineering, Document Control, Survey, IT and others as delegated by the Site Manager on project.
  • Proactively engages with your teams' development through CPM, competency development/assessment and feedback
  • Execute activities assigned by the Site Manager.
  • Leads the Field Engineering team in a broad range of construction engineering work within a specific engineering discipline.
  • Manages the coordination with design on constructability issues.
  • Reviews material receiving reports and warehousing to assure delivery of correct materials.
  • Possesses responsibility for all field quantity take-off, control, reporting and forecasting on the project.
  • Approves and/or delegates the approval for all Field Material Requisitions pertaining to permanent plant.
  • Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
  • Overall responsibility for coordinating between Construction and Startup to ensure the various system walkdowns are performed, interfacing with the Project Startup Manager as required to support component/system turnover and assuming responsibility (or as delegated) for area turnover coordination.
  • Reviews and approves inspection test plans, the generation of subcontract scopes of work, and payment milestones to subcontractors and vendors.
  • Manages/coordinates reviews of subcontractor submittals by the field engineering team.
  • Coordinate and collaborate with the Project Field Superintendent ensuring the field engineering team is supporting the project superintendents.
