About The Position

The Co-Director of Provider Services & Community Partnerships oversees all provider-facing services and regional partnerships for Child Care Circuit (CCC). This role manages provider onboarding, contracting, billing, reimbursement, monitoring, and compliance activities required under the EEC Resource & Referral Services contract. The position also leads community and state agency partnerships, contributes to regional and statewide system-building initiatives, and ensures the provider network is strong, compliant, and able to meet the needs of families receiving child care financial assistance. The Co-Director of Provider Services & Community Partnerships provides leadership and supervision to a team of professionals, to ensure effective program operations. This position reports directly to the Co-Director, Eligibility & Family Access Services and is classified as an exempt role.

Requirements

  • Bachelor’s degree required; Master's degree preferred.
  • Minimum five years of experience in early childhood services, nonprofit management, provider services, social services, public administration, or a related field.
  • Minimum three years of supervisory or team leadership experience.
  • Experience in compliance, financial administration, or program monitoring strongly preferred.
  • Strong understanding of provider operations, subsidy administration, and regulatory compliance.
  • Proficiency in data reporting, financial processes, and documentation accuracy.
  • Ability to lead and support staff across monitoring, billing, and provider support functions.
  • Strong relationship-building and stakeholder engagement skills.
  • Ability to analyze data, identify patterns, and propose system improvements.
  • Commitment to equity, culturally responsive practices, and high-quality service delivery.
  • A valid driver’s license or reliable transportation is required.

Responsibilities

  • Oversee the full provider lifecycle including onboarding, contracting, orientation, rate certification, and ongoing communication and technical assistance.
  • Ensure accurate and timely provider billing, reimbursement, and financial administration in compliance with EEC policies and internal controls.
  • Oversee recoupments, corrections, and fiscal integrity measures related to voucher payments.
  • Lead provider monitoring activities, including risk assessments, desk reviews, onsite visits, findings, and corrective action plans.
  • Maintain all provider documentation and system records in NDS 2.0, NACCRRAware, CCFA, and related EEC systems, ensuring accuracy and compliance with EEC requirements.
  • Support providers in navigating billing systems, attendance reporting, and EEC financial assistance processes, especially those with limited computer literacy or technology access.
  • Lead provider recruitment and capacity-building strategies to expand the availability of voucher-accepting providers and address regional gaps in supply.
  • Coordinate provider access to training and technical assistance through EEC-funded partners (PDCs, ECMH grantees, FCC systems) and other regional resources.
  • Oversee supports for informal and relative providers, including orientation, training, compliance guidance, and pathways to licensure.
  • Maintain strong and proactive partnerships with DCF, DTA, CFCE programs, MassHire, EEC Regional Offices, community agencies, and local stakeholders.
  • Lead the development and implementation of the Regional Partnership Plan and ensure alignment with EEC capacity-building and performance bonus initiatives.
  • Analyze provider data, identify trends, and collaborate with EEC on system improvements, policy clarifications, and regional challenges.
  • Address escalated provider concerns, payment issues, or compliance matters.
  • Supervise and develop provider-facing teams, ensuring consistent interpretation of policy, high-quality service delivery, and professional development.
  • Represent CCC in statewide meetings, provider forums, working groups, and interagency collaborations.
  • All other duties as assigned by the supervisor.
