About The Position

Under the supervision of the Chief of Operations, the Clinical Quality Manager is responsible for the clinical quality delivery of patient care services through management of clinical quality indicators, quality improvement, and quality assurance. This role supports development and maintenance of procedures and workflows and collaborates daily with clinic leadership to support quality activities aligned with the health center's mission, vision, and values. This position works closely with the Risk Manager on clinical risk functions including, but not limited to, the Annual Risk Management Plan, FTCA-related clinical activities, and incident reporting review/trending.

Requirements

  • Current, unrestricted Registered Nurse (RN) license.
  • Demonstrated experience in clinical quality, patient safety, infection prevention, risk/incident review, or performance improvement.
  • Ability to support both medical and dental clinical quality.
  • Knowledge of HRSA and community health settings; policies, procedures, protocols; and clinic operations/prioritization.
  • Strong organization/time management and workflow design skills; ability to maintain effective working relationships with the team, patients, and external partners.
  • Ability to lead and influence cross-functional teams and extract/analyze EHR data to produce accurate reports and recommendations.

Responsibilities

  • Ensure ongoing compliance with applicable state and federal laws, licensing requirements, and external quality/recognition standards and network/payer quality program expectations.
  • Lead and manage day-to-day clinical quality measures, performance monitoring, and improvement workflows across medical, dental and behavioral health services, ensuring consistent implementation at all sites.
  • Maintain continuous readiness for external standards and renewal requirements (including PCMH/PCHH-related expectations as applicable) through workflow standardization, documentation oversight, internal review, and ongoing sustainment.
  • Ensure clinical quality performance measures and program outcomes are achieved; when goals are not met, document contributing factors and provide recommendations for program or workflow changes.
  • Drive effectiveness of organizational services through measurement and assessment of population health outcomes and clinical performance trends.
  • Lead clinical improvement efforts related to patient experience by using standardized survey results and qualitative feedback to identify, implement, and monitor improvements.
  • Partner with the Risk Manager to support clinical components of: Annual Risk Management Plan implementation and monitoring, FTCA-related clinical readiness activities, and incident reporting processes including review, trending, corrective actions, and follow-through.
  • Lead and coordinate the clinical education component tied to quality and safety programs; monitor progress and adjust training approaches based on clinic needs and performance trends in partnership with medical and dental training coordinators.
  • Manage the annual review and updating of the organization's Quality Improvement Plan and related clinical quality/patient safety workplans.
  • Maintain active participation and/or representation in external quality improvement activities/committees as assigned (e.g., MPCA QI Committee) in coordination with clinical leadership.
  • Support UDS performance measure reporting requirements and ensure accuracy and readiness for leadership review/approval.
  • Extract, validate, and analyze data from the EHR and other sources to produce accurate reports, presentations, and actionable recommendations; translate findings into clinic-level workflow improvements.
  • Conduct research, collect data, and make recommendations for future clinical quality and patient safety initiatives with a focus on sustainability.
  • Build strong working knowledge of dental quality/safety standards and workflows (infection prevention, documentation, patient safety events, and satisfaction drivers) to ensure quality oversight is balanced across medical and dental services.
  • Perform other duties as assigned.
