About The Position

Under the direction of the General Services Operations Manager (GSOM) and the Firearm Eligibility Bureau Chief, the incumbent in this position manages the supervision, administration, and resolution of operational and management problems as they relate to the activities of the Firearm Eligibility System (FES) within the Firearm Purchase Program (FPP), which is utilized to process firearm criminal history checks for Florida. This position is responsible for providing management consultant services to the Division, Department, and other agencies to improve operations and ensure efficient and effective accomplishments of agency objectives. This manager provides technical guidance to employees, colleagues and/or customers regarding the FES to ensure its continuity of operations and usage is in alignment with state and federal laws.  Additionally, this position also manages employees who are responsible for conducting state and national criminal history record checks to determine an individual’s eligibility to purchase/transfer a firearm in Florida. This position assists the GSOM and the Bureau Chief in such areas as auditing daily activity reports, preparing employee performance evaluations, evaluating unit workload status, and monitoring individual employee progress. This manager and their team work non-traditional hours and is required by Florida Statute §790.065 to be operational 7 days a week apart from Christmas Day and New Year’s Day, for a period of 12 hours a day beginning at 9 a.m. and ending at 9 p.m. This position must meet National Crime Information Center/Florida Crime Information Center (NCIC/FCIC) Certification requirements within six (6) months of appointment and maintain this certification as required by the FCIC Basic Training Manual. The member in this position is responsible for the care, custody, and control of all property assigned. Responsible for supervision of staff and incumbent spends the majority of time communicating with, motivating, training, and evaluating members while planning and directing their work.  This position has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

Requirements

  • At least one year of experience in management or in a leadership capacity.
  • Knowledge of the criminal justice system
  • Knowledge of methods of data collection
  • Ability to compile and analyze data, related to the development of training programs
  • Ability to coordinate research
  • Ability to utilize problem solving techniques
  • Ability to understand and apply rules, regulations, procedures related to the development of training programs
  • Ability to plan, organize, and complete work assignments.

Responsibilities

  • Formulating objectives by outlining goals, activities and special projects which are consistent with the unit and bureau overall objectives and division mission and conveys to unit members
  • Monitoring the FES system and daily work volumes and makes adjustments in response to changing work volume
  • Ensuring coordination with counterparts on alternate shifts or other units within the section or bureau, with respect to work adjustments or procedural changes to ensure other areas are not adversely impacted
  • Providing verbal status reports weekly or as instructed by the GSOM or Bureau Chief regarding the FES
  • Recommending operational policies and assists in the establishment of procedures and procedural manuals, implementation of policies, achievement of operational objectives or resolution of operational problems
  • Monitoring the FES and operational activities to meet specific measurable service objectives to assure compliance with state and federal laws, agency policies and operation goals
  • Providing daily consultation and assistance to members and staff in oversight of programs and responsibilities
  • Preparing program user specification and assists programming staff with understanding data definitions, edits and output reports required by supplying written documentation and verbal instructions as required for the FES system
  • Responding to requests for data or assistance with current, accurate, understandable, and practical recommendations and information in a manner established by Department policy and in discussion with the Bureau Chief/Director
  • Acting as liaison with internal and external customers regarding the FES.
