About The Position

The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland. MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodation, health services, commercial leasing, and the State’s commercial non-discrimination policy. A Civil Rights Officer Advanced/Lead is the advanced or lead level of investigating alleged discrimination complaints and negotiating agreements to settle discrimination complaints in housing, employment, public accommodation, State contracts, Health Services and leasing of commercial property.

Requirements

  • Five years of professional experience investigating alleged discrimination complaints and negotiating agreements to settle discrimination complaints in housing employment and public accommodations.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of professional work experience investigating alleged discrimination complaints and negotiating to settle discrimination complaints in housing, employment and public accommodations for the required experience.
  • Candidates may substitute additional years of administrative staff work experience on a year-to-year basis for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Nice To Haves

  • Demonstrated experience interpreting and applying State and Federal civil rights laws (e;g;, title VII, ADA, FHA, Title VI, ADEA, MD State Government Article §20, etc.).
  • Experience with investigative procedures, case management systems, and evidentiary standards.
  • Experience leading, mentoring, and motivating diverse investigative teams in a high-volume, mission-driven environment.
  • Alternative Dispute Resolution experience.

Responsibilities

  • Case Processing & Fact Finding Services
  • Review discrimination complaints
  • Draft documents including but not limited to complaints, correspondence to the parties, and subpoenas
  • Conduct interviews with both parties and relevant witnesses
  • Provide testimony at court proceedings
  • Draft comprehensive written findings of decisions
  • Schedule fact finding sessions
  • Coordinate day-of fact-finding services
  • Administrative Duties:
  • Formulate recommendations to the Unit Supervisor
  • Prepare, thoroughly review, and analyze statistical reports pertaining to investigations and fact-finding services
  • Ensure consistent and orderly maintenance of all case files, databases, and records
  • Track compliance for pending case closures or outstanding agreement conditions
  • Assign and review work of Civil Rights Officers I, II, and III
  • Interview and select new employee
  • Train new employees in the Civil Rights Officer I, II and III classifications
