The Citizen Developer II is responsible for providing business expertise and knowledge for a variety of technology projects including but not limited to core technology (claims and admin systems) as well as automation and artificial intelligence. This role’s primary responsibility is lead the design, delivery and maintenance of low-code/no-code business applications as well as design and deliver business guidance to projects related to data solutions, business reporting and our claims and administration applications. This role bridges operations and IT, enabling business units to move from manual workflows to digital automation while maintaining data integrity and analytics capability.

Requirements

  • Bachelor’s degree in Business Administration, Information Systems, Data Analytics, Computer Science, or a related field.
  • 3-5 years experience in low-code/no-code development or business process automation, with proven deployment of solutions and measurable business impact
  • Microsoft Power Platform certification (or willingness to obtain within 12 months)
  • Experience in governance, application ownership and user support/training
  • Strong data and analytics skills, comfortable building dashboards and translating data into actionable insights
  • Familiarity with enterprise data architecture, integration technologies or data connectors

Nice To Haves

  • 3-5 years life insurance operations experience
  • Working knowledge of a variety of types of life insurance products and systems.
  • Experience working in an Agile team environment.

Responsibilities

  • Lead the end-to-end design, development, testing, deployment, and ongoing maintenance of low-code/no-code solutions (e.g., Microsoft Power Platform).
  • Own governance standards, version control, environment management, security/permissions, and application lifecycle processes for business applications.
  • Provide day-to-day user support, troubleshooting, documentation, and change management to ensure strong adoption and solution reliability.
  • Lead business requirements, solution design, testing, and business readiness activities for enhancements to core systems (e.g., Ultera, policy administration, billing, correspondence, and document management).
  • Serve as the business liaison for IT production issues, coordinating resolution across teams and communicating impacts and timelines to business leadership.
  • Identify opportunities for process automation and AI enablement across business functions and lead the design, implementation, and adoption of scalable solutions.
  • Maintain operational controls, governance frameworks, performance monitoring, and continuous improvement for automated processes.
  • Build, maintain, and enhance data integrations, reporting dashboards, and analytics (e.g., Power BI) to support data-driven decision-making.
  • Partner with IT and data teams to align with enterprise data architecture and ensure data quality, consistency, and integrity across platforms.
  • Collaborate with business units, IT, data teams, and product owners to define needs, evaluate solutions, and prioritize work appropriately.
  • Participate in Agile ceremonies—including sprint planning, grooming, reviews, and daily standups—and provide subject matter expertise to ensure alignment between business priorities and technical delivery.
  • Maintain and refine business backlogs, ensuring clarity in user stories, acceptance criteria, and process impacts.
  • Develop and deliver training materials, documentation, communications, and rollout strategies to ensure business readiness for new technologies and process changes.
  • Act as a technology subject matter expert, providing guidance, coaching, and support to business stakeholders to enable adoption and continuous improvement.
  • Lead development of advanced analytics, dashboards, data models, low-code tools and automations to provide executive-level insight as well as operational tools.
  • Owns the version control, governance, permissions, maintenance and version control of tools, ensuring stability, compliance and performance meet business needs at all times
  • Designs back-end logic, data and interfaces
  • Build and configure applications, designing the fields, tables, relationships and connectors, applying programming principles (variables, loops, conditions, functions, exception handling)
  • Debugging logic issues and handling error paths
  • Ensures data integrity and minimizes duplication
