About The Position

The Chief Technology Officer provides leadership, vision, strategic planning, and expert oversight of all technology and information technology services and operations. This executive role ensures that technology systems, data, and infrastructure empower students, teachers, and staff to achieve excellence in learning, innovation, and operational performance. The CTO provides forward-thinking leadership in cybersecurity, enterprise systems, AI and analytics, instructional technology, and digital equity, ensuring that technology initiatives align with the district's mission and long-term goals. Requirements

  • Master's degree in information systems, Computer Science, Business Administration, Educational Technology, or a related field.
  • Minimum of 7-10 years of progressive leadership in technology strategy, systems management, or digital transformation, including at least 5 years in an executive or senior management role.
  • Proven success leading large-scale system implementations, cloud migrations, cybersecurity programs, or AI/data analytics initiatives.
  • Demonstrated experience fostering collaboration between IT and educational/operational teams.
  • Strategic foresight in educational technology, cloud platforms, AI, cybersecurity, and enterprise systems.
  • Strong business acumen with experience managing multimillion-dollar budgets.
  • Exceptional leadership, communication, and stakeholder engagement skills.
  • Deep understanding of K-12 education systems, learning technologies, and instructional goals.
  • Ability to lead change, inspire innovation, and deliver measurable outcomes.

Responsibilities

  • Serve as the District's digital strategist, providing short-term and long-term strategic planning leadership for all technology initiatives.
  • Lead cross-functional collaboration between academics, operations, and business services to ensure technology accelerates student outcomes and organizational efficiency.
  • Establish a culture of innovation, agility, and accountability across all technology teams and initiatives.
  • Advise executive leadership and the Board of Trustees on emerging technologies, data insights, and future-readiness strategies.
  • Develop, manage, and optimize a multi-million-dollar technology budget aligned with District priorities.
  • Leverage state, federal, and private funding sources to maximize ROI on technology investments.
  • Implement data-driven decision-making to ensure fiscal efficiency, sustainability, and measurable impact.
  • Oversee the design, implementation, and continuous improvement of enterprise systems, including ERP, SIS, cybersecurity frameworks, network infrastructure, and cloud-based platforms.
  • Drive modernization of legacy systems, ensuring scalability, data integrity, and interoperability across all district platforms.
  • Lead the adoption of AI-powered tools, analytics dashboards, and data integration solutions that enhance decision-making and student success.
  • Ensure reliable, secure, and equitable access to technology resources for all students and staff.
  • Establish and maintain a comprehensive cybersecurity and data governance program that protects student and staff information and ensures compliance with FERPA, CIPA, and other regulations.
  • Develop proactive strategies for risk assessment, business continuity, and disaster recovery.
  • Promote a security-first culture through ongoing training, policy development, and incident response planning.
  • Lead, mentor, and evaluate a diverse team of technology professionals, cultivating a high-performance culture centered on innovation, service excellence, and professional growth.
  • Structure the department to support strategic priorities, including digital learning, cybersecurity, data management, and IT infrastructure.
  • Serve as a key communicator and advocate for technology initiatives across campuses, departments, and the community.
  • Build strategic partnerships with educational institutions, vendors, and industry leaders to expand opportunities for digital transformation.
  • Ensure technology communications are transparent, clear, and responsive to the needs of staff, students, and families.
  • Create, update, and implement the district's technology plan
  • Implement the policies established by federal and state law, State Board of Education rule, and local Board Policy in information management and technology.
  • Report to Board of Trustees required information regarding instructional initiatives.
  • Maintain confidentiality.
  • Develop and maintain systems for retrieval of information in support of all programs; compile, maintain, file, and secure all physical and computerized reports, records, and other required documents.
  • Pursue Professional Development activities for self and assigned staff; ensure that Professional Development activities are aligned with District goals and initiatives and current professional research.
  • Comply with all policies, operating procedures, legal requirements, and verbal and written directives.
  • Comply with the Professional Code of Ethics and Standard Practices for Texas
  • Follow District safety protocols and emergency procedures.
  • Perform other related duties as assigned.
  • Supervise, evaluate, and recommend the hiring and firing of supervisors and support staff in the Technology Department.
