About The Position

The Chief Technology Officer (CTO) will define and lead the technology vision and strategy for Flournoy Health Systems, driving the organization’s transformation into a digitally enabled, data-driven healthcare leader. This role will oversee all technology functions across subsidiaries, ensuring seamless integration, robust data governance, and the adoption of innovative digital health solutions, including AI and advanced EHR systems, to improve patient outcomes and operational efficiency. As a member of the executive leadership team, the CTO will partner closely with the CEO, COO, and clinical leaders to align technology initiatives with business strategy and patient care excellence.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related technical field.
  • Proven experience (typically 10+ years) in a technology leadership role, with a strong focus on healthcare IT systems, digital transformation, and compliance.
  • Demonstrated ability to lead and manage cross-functional teams in the development and deployment of technology solutions in a healthcare environment.
  • In-depth knowledge of standards and healthcare regulations, including SOC2, HIPAA, HITECH, and Medicare requirements.
  • Experience in leading AI and data analytics initiatives to drive business and clinical outcomes in healthcare settings.
  • Proven track record in implementing and managing EHR systems, with knowledge of interoperability standards and best practices.
  • Strong understanding of cybersecurity principles and experience implementing comprehensive security strategies for healthcare IT.
  • Ability to manage technology budgets and align resources with organizational priorities.
  • Excellent communication skills with the ability to interact with senior executives, technical teams, and external stakeholders.
  • Strong problem-solving, decision-making, and strategic thinking capabilities.

Responsibilities

  • Develop and execute an enterprise technology roadmap aligned with FHS’s strategic goals, driving digital transformation while ensuring full compliance with healthcare regulations (including Medicare, HIPAA, HITECH).
  • Modernize and standardize technology infrastructure across subsidiaries to ensure scalability, efficiency, and reliability, while adhering to healthcare compliance standards.
  • Lead the adoption of AI-driven solutions to improve patient care, optimize workflows, and enable predictive analytics, all while ensuring regulatory reporting requirements are met.
  • Oversee EHR development, integration and standardization across subsidiaries to ensure secure, interoperable, and actionable data that complies with healthcare regulations and ensures seamless data exchange.
  • Identify and evaluate emerging health technologies that could enhance patient care, improve operational efficiency, and support FHS’s growth while maintaining strict adherence to regulatory and funding guidelines.
  • Manage technology budgets and resource allocation, ensuring alignment with organizational priorities while optimizing spending to maximize return on investment in technology initiatives.
  • Establish data governance frameworks and leverage analytics to drive insight-based decisions, ensuring compliance with HIPAA, HITECH, Medicare, and other healthcare regulations.
  • Develop and enforce robust cybersecurity protocols to safeguard patient data and ensure system security, particularly with mobile access and remote monitoring.
  • Ensure compliance with healthcare regulations regarding data privacy and security, ensuring that systems are scalable and capable of meeting Medicare and Medicaid reporting requirements.
  • Lead the end-to-end development of FHS’s SaaS platforms, including product architecture, sprint planning, release management, and DevOps.
  • Build a scalable multi-tenant SaaS architecture that supports external customers and internal operations.
  • Implement agile product development methodologies, including backlog prioritization, rapid prototyping, and continuous deployment.
  • Work with the CEO and Growth Team to define product-market fit, pricing strategy, and technical capabilities that align with revenue goals.
  • Establish documentation standards, API frameworks, and modular design principles to support future service lines.
  • Create a product roadmap that is driven by data, customer feedback, and evolving regulatory requirements.
  • Build and oversee the internal IT support organization responsible for onboarding, help desk operations, hardware provisioning, identity access management, and device lifecycle management across all subsidiaries.
  • Implement unified device management (MDM), ticketing systems, and support protocols suitable for a geographically distributed workforce.
  • Standardize enterprise systems (Microsoft 365, communication suites, security tools, etc.) across the FHS ecosystem.
  • Create disaster recovery, business continuity, and network redundancy plans.
  • Establish IT service-level agreements (SLAs) for responsiveness, uptime, and cross-department support.
  • Develop a strategic "build vs. buy" decision framework to ensure the optimal use of capital when selecting platforms, EHR systems, data warehouses, and third-party tools.
  • Negotiate vendor contracts, ensuring quality, cost control, and compliance with Medicare/Medicaid and HIPAA requirements.
  • Hold vendors accountable through performance metrics and audits.
  • Establish CI/CD pipelines, automated testing environments, and cloud-native deployment processes.
  • Build a high-performance engineering organization that adheres to agile best practices and rapid iteration cycles.
  • Oversee cloud infrastructure (AWS, Azure, or GCP) with cost optimization and monitoring.
  • Implement observability tools for real-time system monitoring and issue resolution.
  • Lead the development of AI-powered tools, including predictive care models, fraud detection algorithms, operational automations, and clinical decision support, in alignment with Medicare compliance rules.
  • Implement data pipelines, feature engineering, and MLOps frameworks.
  • Ensure explain-ability, accuracy, and compliance of AI models under healthcare regulations.
  • Build and mentor a high-performing technology team, fostering innovation, accountability, and continuous improvement, while ensuring all technology solutions comply with healthcare regulations.
  • Partner with executive leadership to identify opportunities where technology can drive value, improve care quality, and enhance revenue, while maintaining strict compliance with funding guidelines.
  • Represent FHS externally in technology partnerships and vendor relationships, ensuring alignment with Medicare and other healthcare regulations.
  • Oversee change management processes to guide teams through technological shifts, ensuring that technology implementations and updates are effectively communicated, supported, and adopted across the organization.
  • Manage technology budgets to ensure optimal utilization of resources and alignment with FHS’s strategic goals.
