About The Position

The Chief Strategy Officer plays a crucial role in governmental affairs by managing the relationship between the organization and government entities to include the local City government administration. All activities must support the mission, strategic goals, and objectives of the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”). The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned.

  • Proficient with Microsoft Office Suite, Emphasys, and other agency-related software applications.
  • Bachelor’s degree in business administration, public policy, public administration, or related field, and a master’s degree preferred.
  • Minimum of five (5) years of responsibility directing or managing public or private sector programs and serving in an intergovernmental liaison capacity.
  • Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.
  • Sedentary Work: Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Responsibilities

  • Develop and implement strategies that align with the City of Pittsburgh’s objectives for promoting affordable housing initiatives and advancing public policy goals.
  • Monitoring and analyzing proposed legislation and regulations for potential impact on the organization.
  • Build and maintain relationships with government officials, industry associations, and advocacy groups.
  • Partner with internal and external leaders to identify and develop additional pathways for workforce development and self-sufficiency.
  • Develop and oversee the organization’s political contribution strategy.
  • Communicate the HACP’s public policy position as pertains to affordable housing initiatives to internal and external stakeholders to include education, religious and philanthropic agencies and organizations.
  • Work with internal teams to coordinate response to government inquiries and audits.
  • Performs other related duties as assigned.
