About The Position

The Chief Operations Officer (COO) of Water Utilities is a key member of the City's Executive Leadership team. The COO is responsible and accountable for the business operation, planning, service delivery, management, performance and continuous improvement of all units in the City's Water Utility Department. The COO of Water Utilities ensures that programs and services are consistent with the City's mission, vision, and goals, including fiscal responsibilities and adherence to water, wastewater and Stormwater rules and regulations.

Requirements

  • Bachelor's degree from an accredited college or university
  • Ten (10) years of experience
  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Responsibilities

  • Provides strategic leadership and management to the City's water utility infrastructure, including water reservoirs, water treatment, water purification, water quality testing, raw and treated water conveyance systems, operations, and maintenance
  • Oversees all department key projects and reviews and evaluates work methods and procedures
  • Establishes short- and long-term planning, including operation plans, capital improvement program, groundwater management plan, water supply master plan, asset management plan, purified water master plan, annual reports, water shortage and drought contingency plan, and emergency operations plan
  • Establishes strategic initiatives, implementation plans, and establishes priorities in the department that are consistent with the City's mission and values
  • Provides strategies to ensure exceptional service delivery without compromising customer expectations concerning local and federal rules and regulations
  • Establishes appropriate service and staffing levels for assigned functions by monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures, allocating resources accordingly
  • Establishes and directs performance evaluations of individuals and teams in the department and champions a progressive and inclusive workplace that fosters cooperation, teamwork, people development, and results
  • Oversees and manages research conducted for new service delivery projects, upcoming proposals, and/or future projects related to Utilities initiatives
  • May be asked to perform other duties as assigned
