About The Position

We are seeking a highly experienc ed Chief Operations Engineer to serve as the operational lead and on-site point of contact (POC) for a mission critical program. The Resilient Missile Warning/Missile Tracking (Resilient MWT) Medium Earth Orbit (MEO) program provides a capability-based, phased delivery approach to meet the operational objective system that fully satisfies the Missile Warning (MW) and Missile Defense (MD) Overhead Persistent Infrared (OPIR) Capability Development Document (CDD). The ideal candidate will apply deep expertise in leadership, ground operations segment and engineering principles to assess requirements, develop operational designs, and oversee the operational execution for the program . This role requires strong leadership, the ability to manage multiple projects simultaneously, and collaboration with various stakeholders, including government and contractor personnel . The Chie f Operation s Engineer vali date s the functionality of the current opera tions center for suppor t of the ground segment o perations and o versee th e dev elop ment of a n ew Back -up operation s faci lity .

Requirements

  • 10 year's experience in related field
  • Active TS/SCI clearance .
  • At least 7 years of experience reviewing technical, schedule, and budgetary aspects of projects.
  • Proven abil ity leading space vehicle operations, space operational environment s , and or ground segment operations
  • Dem onstrat ed abilit y to suppor t anom al y reso lution and co nduct root cause an alys is
  • Demonstrated written and oral communication skills, including ability to communicate effectively with peers and management.
  • Pr e vio us ex peri en c e devel oping o pera tion al proc edure s and pro cesse s
  • P rev ious experience tra ining crew memb ers to perform opera tional crew duty
  • Pr evious exp er ience ev aluati ng and certi fyi ng c rews for profi c ien c y .

Nice To Haves

  • Bachelor’s degree in Aerospace Engineering , Electrical Engineering, Mechanical Engineering, Physics or related field and 6+ years of relative experience.
  • At least 7 years of experience developing technical requirements, schedules, FTE estimates, performance criteria, CDRL definitions, and project kick-off briefings.
  • Experience supporting operational facility design and developm ent or upgr ad e
  • Previous experience associated with Resilient MWT and or MW/MD OPIR operations is highly desired.
  • Previous experience with OS/COMET is desired .
  • Expertise in theory of operations, performance characteristics, vulnerability, and employment of foreign weapons systems .
  • Experience leading analysis, evaluation, and assessment of intelligence information on defensive systems and technologies.
  • Proven ability to oversee ope rational efforts related to gro und s egment o pera tions and M WT

Responsibilities

  • Select and work with suppliers and designers to develop and finali ze the M SOC and BMSO C design and coor dinat e the design wi th the Cu stomer for app roval .
  • Serve as the prima ry operations P OC for the program .
  • Investigate and analyze unique or highly technical ope rational and C ustomer issues by providing technical assistance in establishing procedures and pr oce sses to re sol ve or a void similar issu e s in t he future .
  • Review and evaluate complex non -nomi n al ob servations to include cr ew deviation s and implement corrective action as needed.
  • Interface with governm ent C ustomers, vendors, subcontra ctors , and progra m mem bers to resolve technical and quality problems re lati ng to gro und segment o peration s .
  • Perform com plex technical surveillance to imp rove operational suppo rt , i mprove pr o cedures , i denti fy i mprovement s in software , a nd incre ase qu a lity by reducing o perationa l r isk .
  • Provide guidance to both Cu st omer and program l eaders hip in the areas of producibility, opera tional processes, equipment improvement, quality con trol , software quality and configuration management, and procurement
  • Com municate and c ollaborate effectively with stakeholders to foster support for program objectives .
  • Oversee project efforts to ensure technical execution remains on schedule and within budget.
  • Work with PMO and TPOCs to define technical requirements, schedules, performance criteria, project kick-off briefings , and other tech nical reports and documents as requ ired for p rogram delive rables .
  • Provide recommendations based on technical assessments and present findings to key decision-makers.
  • Atte nd and host meeting s as r equ ire d by the Custo mer or Cu stomer de fined delive rables .
  • Re view and appro ve crew sch eduling and verify all operationa l shifts are fully man ned p er the C ONOP S .
  • Supervise and mentor junior engineers an d opera tors as needed.
  • Ensure seamless communication and collaboration across prog ramm ati c technical teams.
  • Support the PMO by conducting programmatic and technical evaluations.
  • Manage multiple projects and priorities effectively.
