The mission of the Division of Child and Family Well-Being (DCFW) at the North Carolina Department of Health and Human Services (NCDHHS) is to ensure that North Carolina’s children grow up safe, healthy and thriving in nurturing and resilient families and communities. DCFW was established as a new division at NCDHHS in January 2022 with the aim of integrating behavioral health, physical health, and social programs to provide coordinated and streamlined whole-family care. DCFW operates major nutrition programs for children, families, and seniors (including the Supplemental Nutrition Assistant Program (SNAP), the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), and the Child and Adult Care Food Program (CACFP)); Early Intervention/North Carolina Infant Toddler Program (NC ITP), which supports families and their children birth to age three who have special needs; and programs to address physical and behavioral health needs from birth through the course of childhood. DCFW has over 850 permanent employees, an operating budget of over $570 million, and over 40 unique programs serving children and families across North Carolina. The position of DCFW Chief Operating Officer (COO) reports directly to the Director of the Division of Child and Family Well-Being (DCFW). The COO provides day-to-day operational leadership for DCFW and directly supervises operational staff supporting DCFW sections. The position manages the efficiency of current strategy and business functions, planning changes and updates to day-to-day operations and collaborating with other executive staff to set and meet business objectives. The position is a strategic partner in working with the leadership team on strategic planning and directing key operational activities within the Division to meet its goals and objectives. The Chief Operating Officer leads strategic planning and execution as it relates to operational excellence, performance management, information systems infrastructure, and strategic communications for the entire Division. The position has a strategic interface, especially as it relates to leading the planning and execution of Division-wide strategic initiatives, in partnership with the DCFW executive and senior leadership, DCFW program staff, and departmental shared services such as finance, human resources, IT, legal, and communications.
