About The Position

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD supports New York City youth and their families by funding a wide range of high-quality youth and community development programs. DYCD seeks a dynamic, motivated, detail-oriented and accomplished individual to serve as Chief of Staff. This position is an integral member of the DYCD Leadership Team, serves as the primary advisor to the Commissioner on agency matters, and will focus on making improvements and efficiencies across the agency, enabling staff to work smarter, ultimately delivering better results to DYCD clients and service providers. Reporting to the Commissioner, with latitude for independent initiative, judgment and action, the Chief of Staff will provide strategic and operational guidance, coordinate intra-agency projects, and be responsible for the administration, management, and oversight of all staff functions to support DYCD’s continuum of programs. As a member of the Commissioner’s Cabinet and Senior Leadership Team, the Chief of Staff will have the following duties:

Requirements

  • 1.A master’s degree from an accredited college in business or public administration, public health, human resources management, management science, operations research, organizational behavior, personnel administration, labor relations, social sciences, political science, or urban studies from an accredited college or university and four (4) years of satisfactory, full time professional experience in one or a combination of the following: management, personnel, public administration, personnel relations, labor relations, social services program planning. Two (2) years of this experience must have been in an executive, managerial, administrative or supervisory capacity.
  • 2.A baccalaureate degree from an accredited college or university and six (6) years of satisfactory, relevant, full-time experience in the areas described above, or
  • 3.A satisfactory combination of education and experience equivalent to “1” and “2” above.

Responsibilities

  • Serve as the primary point in the development, implementation, and monitoring of both short and medium-term strategies.
  • Build and sustain a high integrity, high-impact and high-value organization where all staff thrive in their roles in fulfillment of the agency’s mission and core organizational values.
  • Collaborate with the Leadership Team to develop and implement plans, with high regard to quality and efficiency, for the operational infrastructure of personnel, systems and processes in order to promote organizational sustainability and growth and achieve DYCD goals.
  • Establish a project management culture across DYCD, focused on ensuring effective execution of high-profile initiatives and projects, particularly projects with aggressive timelines.
  • Lead the agency’s efforts to elevate, integrate, and institutionalize responsibility for key management functions and business process innovations.
  • Foster and continuously model a success-oriented, accountable environment within the organization, and build and reinforce an organizational culture of learning and inquiry as part of ongoing continuous improvement efforts.
  • Develop actionable strategies, tools and techniques that boost staff wellbeing, cultivate staff engagement opportunities, drive smarter work practices, and reinforce a positive workplace culture of shared values and behaviors.
  • Review staffing trends and devise strategies to reduce staff turnover and strengthen staff capacity on every level within DYCD’s workforce.
  • Work collaboratively with the Commissioner and Senior staff to establish and/or refine agency doctrine and policy to ensure that the agency’s goals and objectives are achieved.
  • Work directly with the Commissioner and Cabinet to properly attend to the overall administration of the agency, including but not limited to: legislative affairs, public and intergovernmental matters, press and communication, strategic initiatives and EEO issues.
  • Serve as liaison to agency staff, other government entities and the general public and guides the Commissioner in decisions affecting major policy and procedural changes related to issues involving public controversy and legislative sensitivity.
  • Represent the Commissioner at agency meetings, as necessary.
