About The Position

Under the administrative direction of Commissioner Nancy Skinner, the Chief of Staff advises on key decisions before the California Energy Commission, manages the Commissioner's office, and oversees staff and interns. The Chief of Staff works closely with Commissioners, Governor's Office, members of the Legislature, and other government agencies on CEC policy matters, activities and programs. The Chief of Staff consults with the Commissioner and may represent the Commissioner at meetings, public functions and in engagement with external stakeholders. The position also has overall responsibility for planning, organizing, and directing the Commissioner's portfolio and performs other related duties as required. Requirements

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

Nice To Haves

  • Experience advising high level, preferably government, decision makers on highly sensitive, often controversial issues/policies of very significant interest to the public, media and the Legislature.
  • General knowledge of high priority state and federal energy policy issues.
  • Experience conducting and overseeing the completion of special projects related to complex energy, environmental and/or transportation policy issues that are considered highly sensitive and high priority.
  • Experience effectively managing an interdisciplinary staff.
  • Demonstrated ability to effectively liaise with top-level managers, private and public sector representatives, the Legislature, Governor's Office, and state, federal, tribal, and local governmental agencies.
  • Demonstrated ability to problem solve and resolve conflicts.
  • Excellent oral and written communication skills and an ability to ensure Commission program products are of high quality.
