About The Position

This is a highly responsible professional position that supervises the development, analysis, planning, and implementation of local data reporting systems within the department related to supporting agency outcomes and standards and assists in the implementation of a comprehensive performance measurement system for the department. The position helps strengthen integration of planning, outcome development, program performance evaluation and quality assurance activities to increase accountability for performance and enhancing quality of services. The position routinely works with central office, county public health department and CMS clinic management staff. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Requirements

  • Proficient computer skills to include Word, Excel, PowerPoint and Outlook

Nice To Haves

  • Must have a valid driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.

Responsibilities

  • Supervises and reviews major policy documents and recommendations related to agency planning, needs assessment, and performance measurement of evaluation activities; reviews and analyzes proposed policies or materials on needs assessment data and performance measurement indicators, and makes recommendations for changes in policy emphasis and/or direction; and investigates issues and problems and makes recommendation for policy or procedural modifications for improved  efficiency or effectiveness in operations.
  • Supervises the coordination and support of data collection systems to support departmental performance indicators to cover all public health and children’s medical services programs at the state, county, and clinic levels. This includes direct supervision of staff coordinating the ongoing development and support activities of the Health Clinic Management System, Immunization registry, and children’s medical services data collection systems.
  • Coordinates input and review of the Agency Strategic Plan and annual agency evaluation with the county health departments and CMS clinic staff.
  • Reviews and makes recommendations to senior management relative to actions on plans, policies, procedures, performance measures, legislative bill proposals, regulations, manuals, correspondence, proposals requests, grants, contracting procedures, projects, legislation and status reports as required.
  • Participates in quality assurance and monitoring activities in the county health department and CMS clinics.
  • Serves as the primary data custodian for HMC service records.
  • Responsible to maintain the security of information and protect confidentiality consistent with state and federal laws and rules and departmental policies, protocols and procedures.
  • Complies with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.
