About The Position

The Baltimore City Health Department (BCHD) is seeking a Chief Medical Officer (CMO) to serve as the principal medical and public health advisor for BCHD. Founded in 1793, BCHD is the oldest health department in the country, with around 800 employees and an annual budget of around $200 million, that aims to protect health, eliminate disparities, and ensure the well-being of everyone in our community through education, advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, school health, aging services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. The CMO position requires an agile physician leader who can provide executive-level guidance on clinical, operational, and public health matters to advance BCHD’s mission of protecting the health and wellbeing of Baltimore City residents. This executive position will partner with the Commissioner of Health and Deputy Commissioners in leading dedicated teams responsible for clinical operations, strategic initiatives, and cross-sector collaborations designed to improve population health outcomes.

Requirements

  • Doctor of Medicine (MD) or Doctor of Osteopathy (DO) required; board certification in a relevant specialty preferred.
  • Master’s degree in public health, health administration or business administration, or a related field required a plus.
  • Demonstrated ability to build consensus and partnerships across diverse sectors.
  • Minimum 3-5 years of clinical experience, with management and/or senior leadership role in public health, healthcare administration, or a related setting.
  • Understanding of electronic health record systems, healthcare workflows, healthcare payment models, and revenue cycle operations preferred.
  • Experience with federal and state-funded programs a plus.
  • Knowledge of principles and practices of public health and clinical service delivery.
  • Ability to interpret and apply healthcare regulations, statutes, and professional guidelines.
  • Ability to think strategically and translate agency goals into actionable public health initiatives aimed at eliminating health inequalities in Baltimore City.
  • Skill in leading diverse teams, managing complex projects, and overseeing cross-sector collaborations.
  • Strong written and oral communication abilities, including public speaking and professional representation of the Department.

Responsibilities

  • Oversee the BCHD Local Health Improvement Coalition (LHIC); Co-Chair role includes building and maintaining relationships with city stakeholders, community-based organizations, and health systems to align long-term public health strategies.
  • Co-lead LHIC workgroups engaged in supporting activities around health equity as outlined by the BCHD Community Health Assessment (CHA) and upcoming Community Health Improvement Plan (CHIP).
  • Supervise members of the BCHD LHIC and Office of Public Health Preparedness and Response teams and directly report to the Commissioner of Health.
  • Coordinate and facilitate convenings with Baltimore City hospital system collaborative, with a focus on population health and shared priority health initiatives.
  • Provide medical leadership, strategic oversight, and accountability for agency-wide operations, including but not limited to programs addressing school-based health, maternal and child health, clinical services, overdose prevention, and legislative/advocacy efforts.
  • Oversee and engage actively in workflows that support BCHD clinic operations including care delivery, and revenue cycle management in compliance with healthcare laws and funding requirements.
  • Represent BCHD on commissions, advisory groups, and convenings at the federal, state, and local levels, including those focused on payment models and population health improvement objectives.
  • Serve as the Commissioner’s designee and representative on assigned committees, boards, and convenings.
