About The Position

Performs highly responsible work as an assistant to the Director involving confidential and sensitive Department policies and programs relating to the financial forensic processes; coordinates and organizes reports/documents submitted to the Director by other management personnel; participates in enforcement actions by providing investigative guidance on issues involving violations of the Illinois securities laws; reviews case filings; develops staff financial and accounting knowledge; conducts and coordinates research, prepares memoranda and confidential reports and makes recommendations relating to the financial forensics for the Securities department.

Requirements

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with courses in public or business administration AND four (4) years of professional experience in a public or private organization.
  • In addition, candidate must have two (2) work experience in forensic accounting, preferably in a work experience dealing with securities and Securities law.
  • Additional requirements may need to be met for applicants to be deemed qualified for individual positions within the class; this may include specific licenses, certification or credentials as related to the position's duties and responsibilities as defined by the Department of Personnel.
  • Requires a willingness to travel and possession of a valid Illinois driver’s license.

Responsibilities

  • Performs a variety of administrative work in the development and implementation of policies, procedures and programs for the Department on forensic finances; reviews and recommends investigative procedures and technological resources for improvement; research issues and trends related to securities markets and enforcement such as, but not limited to, technologies, changes in federal enforcement practices, and regulatory developments.
  • Provides forensic accounting services to attorneys and investigators within the Enforcement section; coordinates and implements investigative efforts with the Chief of Enforcement and Special Agent Chief; reviews potential enforcement actions for evidentiary, legal, and strategic issues regarding financial related topics.
  • Establishes models, exhibits, and other visual aids for use with administrative and court filings, and for hearings and trials; testifies on accounting issues in administrative proceedings, as well as state and federal court cases; assist with new case intake and evaluations of those cases to ensure the findings are within policy and procedure for the Securities financial forensics; assists in prepares reports for the review and drafting of proposed changes affecting the agency operations.
  • Develops and implements processes for identifying, facilitating, and tracking victim restitution payments; assist the Deputy Director in the distribution of funds for the Illinois Victim Restitution fund.
  • Serve as a liaison for the Director with other Secretary of State Departments, outside organizations and other government agencies dealing with confidential details for financial issues of securities cases; advises the Director on any internal issues that arise on cases for financial references and makes recommendations for policy and/or procedural changes
  • Performs other duties as required or assigned.
