About The Position

The Chief Executive Officer is responsible for the overall leadership, strategic direction, and performance of Prairie Island CBH Inc. The CEO is accountable for enterprise-wide results, including operational performance, regulatory compliance, financial health, organizational effectiveness, and long-term growth. This role serves as the primary link between the Board of Directors, Tribal leadership, regulators, and the company's operational leadership team. The CEO sets company strategy, priorities, and performance expectations, ensuring that retail, distribution, marketing, compliance, and financial functions operate as a unified and disciplined organization. The CEO oversees senior leadership and directors, establishes budgets and financial plans, evaluates performance, and ensures that systems, controls, and reporting structures support transparency, accountability, and sustainable growth. Reporting directly to the Board of Directors, the CEO represents Prairie Island CBH Inc. in all key external relationships and is responsible for maintaining strong working relationships with Tribal leadership, regulatory bodies, government agencies, and strategic partners. The CEO is responsible for determining the pace and readiness of expansion, approving major initiatives, and ensuring that all growth aligns with the Tribe's values, regulatory obligations, and long-term economic objectives.

Requirements

  • Must complete the application and Cannabis Commission licensing process in a timely and professional manner
  • Must possess valid driver's license
  • Must be 21 years of age or older
  • Must successfully pass a background check
  • Must successfully pass a drug test for all substances non-cannabis
  • 4-year college degree or equivalent experience
  • Meeting of 2 of 3 qualification areas below:
  • Regulated Industry Experience (minimum 2 years)
  • Progressive leadership roles in a licensed regulated business (retail, manufacturing, or distribution)
  • Deep understanding of cannabis regulations, compliance, and licensing at the tribal, state, and/or federal level
  • Proven track record of managing growth, operations, or product development within a regulated cannabis market
  • Experience in Liquor, tobacco, or cannabis strongly preferred.
  • Business Experience (minimum 5 years)
  • Progressive leadership roles in startup mid-sized or large company
  • Experience with business planning, budget management, and cross-departmental leadership
  • Demonstrated success in scaling operations, managing profit and loss, and building high-performing teams
  • Tribal or Government Experience (minimum 2 years)
  • Demonstrated ability to navigate political dynamics and build trust with tribal councils, public agencies, local governments, and or other similar regulatory authorities.
  • Experience working in compliance, demonstrated understanding of governmental processes, accountability standards, and public stakeholder engagement
  • Knowledge of tribes, tribal sovereignty, and tribal economics is strongly preferred

  • Experience developing or scaling vertically integrated cannabis operations (cultivation, manufacturing, distribution, and retail)

  • Successful history of navigating cannabis compliance and licensing in multiple jurisdictions

  • Cannabis licensing processes and regulatory permitting across multiple jurisdictions
  • Experienced in reviewing, negotiating, and executing contracts, with a strong understanding of organizational risk management
  • Familiarity with enterprise systems including ERP, POS, and data systems to support data-driven decision-making

Responsibilities

  • Establish and communicate the company's strategic direction, priorities, and performance expectations in alignment with the Board of Directors and Tribal leadership
  • Translate Board-approved strategy into clear operational objectives for Directors and senior leadership
  • Evaluate enterprise performance and adjust strategy, structure, or resourcing as needed to ensure long-term sustainability and growth
  • Determine readiness, timing, and sequencing of expansion initiatives, including new retail locations and distribution growth
  • Work in close partnership with the Chief Financial Officer to oversee financial health, budgeting, forecasting, cash flow management, and long-term financial planning
  • Review and approve budgets, capital expenditures, and major financial commitments
  • Ensure accurate, timely financial and operational reporting to the Board of Directors
  • Hold Directors accountable for performance against financial and operational targets
  • Serve as the primary executive liaison with Tribal leadership, regulatory agencies, and government partners
  • Ensure the organization maintains a strong regulatory posture across retail, distribution, and future operations
  • Represent the company in key external relationships, media interactions, and strategic partnerships
  • Maintain transparent and consistent communication with the Board of Directors and Tribal Council
  • Lead, mentor, and evaluate Directors and senior managers, ensuring clarity of roles, accountability, and performance expectations
  • Foster a professional, compliant, and high-performing organizational culture grounded in safety, respect, accountability, and excellence
  • Partner with Human Resources leadership on organizational structure, workforce planning, performance management, and leadership development
  • Ensure succession planning and talent development across the organization
  • Establish clear communication channels and operating cadence across the enterprise
  • Ensure timely flow of information upward to the Board and downward to Directors and teams
  • Set expectations for reporting, metrics, and decision-making discipline across all departments
