About The Position

The Chief Engineering Technician position is a highly specialized technical and supervisory position in which the incumbent will be responsible for the oversight of the everyday operations including performing technical engineering and planning activities such as; review and approval of water and sewer utilities and solid waste services for planning entitlement applications, environmental documents, utility planning studies, technical documents, hydraulic analysis, building permits, encroachment permits and utility construction documents; response to citizen requests; data collection and operational analyses; and customer service in assigned division. The ideal candidate will possess knowledge of industry standard principles used in surveying and field engineering, knowledge of utility planning, utility operation, utility services, utility rules and regulations, municipal fees, construction plans, specifications, parcel maps, subdivision maps and construction drawings, and the ability to perform complex calculations. Incumbents may be assigned to work any eight (8) hour shift and may be required to work holidays and weekends.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in engineering or closely related field;
  • AND
  • Three (3) years of experience supervising technical engineering activities.
  • Additional experience performing increasingly difficult technical engineering work may be substituted for the required education on a year-for-year basis. (A copy of college transcripts or degree must be scanned and attached to your online application).
  • This position requires possession and continued maintenance of a valid California Driver's License. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
  • The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

Responsibilities

  • Reviewing planning applications, site plans, construction documents for compliance with regulations and City standards for water, sewer and solid waste services.
  • Preparing redlines and written comments on plans, specifications, and technical studies and working developers and design teams to resolve comments and approve their applications.
  • Preparing and processing Reimbursement Agreements and Covenants associated with developments within the City of Fresno.
  • Supervises subordinate staff engaged in technical engineering activities for compliance with the provisions of the State Water and Sewer regulations, the Municipal Code, City policies, standards and practices.
  • Attendance of public meetings in representation of the department.
  • Supervises calculation of fees for all development related to City Departments.
  • Supervises the implementation of Community Facilities District's for all development within the City of Fresno.
  • Supervises the implementation and administration of geo-based information essential to the operation of the City-wide geographic information system and permits management system.
  • Monitors the preparation of documents and exhibits associated with staff reports for presentation to the Fresno City Planning Commission and Fresno City Council.
  • Coordinates technical and administrative support within the various sections of the department and interdepartmentally with other City operations.
  • Prepares and administers the section budget.
  • Develops and recommends policies, operational procedures and guidelines.
  • Coordinates with outside agencies to develop Common Use Agreements between the City and said outside agencies
  • Consults with developers, project representatives and the public on project requirements and
  • processes.
  • May perform the more complex technical engineering duties.
  • Performs related duties as required.

  • HEALTH REIMBURSEMENT ARRANGEMENT: To reimburse retirement medical insurance and qualified medical expenses.
  • RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
  • DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.
