Change Management Administrator Operations & Policy Analyst 4 Oregon Department of Administrative Services Salem, Oregon (Hybrid) This is a limited duration position scheduled to last through June 30, 2027, and may be extended. We're seeking a Change Management Administrator to lead enterprise-wide change initiatives for Workday Oregon. In this role, you will guide agencies through system and process updates, support leaders in making informed decisions, and ensure successful adoption of new features and workflows across the state. You'll partner with leadership, HR, and payroll teams to provide strategic insights, training, and hands-on guidance that drive meaningful results.

Requirements

  • Bachelor's degree in Business/Public Administration, Behavioral/Social Sciences, Finance, Political Science, or related field and five years of professional-level experience in evaluating, planning, and implementing organizational change;
  • OR
  • Any combination of education and experience equivalent to eight years experience leading or supporting change management initiatives.
  • Experience must include Leading or supporting change management efforts (e.g., process updates, system implementations, adoption strategies, or organizational transformation).

Responsibilities

  • Lead change management strategies for Workday Oregon system and process updates.
  • Facilitate cross-agency discussions to align needs, clarify impacts, and define next steps.
  • Develop communications, training, and adoption materials; deliver training when needed.
  • Create executive decision packages and present recommendations to leadership.
  • Monitor and measure adoption success, using data to refine strategies.
  • Support testing of system enhancements and process improvements.
  • Serve as a mentor and resource for agency change management, HR, and payroll professionals.
